This parking bay and one adjacent are reserved for the car club run by Zipcar for Westminster City Council - see http://zipcar.co.uk/westminster/. Westminster residents pay £50 per annum to be in the scheme, then about £4 per hour to use a car. Westminster plans to have over 100 cars in the city in 2009, and 400 by 2012, and reckons that each replaces 15 to 20 other cars.
