Authorised Vehicles?

One of the former features of the Hebridean landscape that seems to be missing nowadays is the assortment of rusting vehicles which used to litter the countryside. The council will now remove, free of charge, any vehicle which is no longer of use, and there does seem to have been a huge effort to deal with the problem. I am intrigued, however, to know how to get authorisation to dump one here, and also why authorisation is required in the first place?
