The iron pipeline built into the bank of the stream, with a vertical T-junction as an access point. is probably a sewer serving part of Halifax. The water channel feeds two ponds alongside the site of a canal lock. I should think that the water is piped from the ponds to the canal basin on the western side of Huddersfield Road. The stream in between the two conduits is Hebble Brook.
