This loco is a stranger to these parts. It appears to be 58007 "Drakelow Power Station". See http://www.c58lg.co.uk/wp-content/uploads/file/58007.pdf Looks like the people in the building at the right of the photograph could do with a proof-reader, too. On the other track, in the image, and about right alongside where the locomotive is, was a severely "crippled" joint in the rails. I saw a train of 4-wheeled tank-cars pass over the section at fairly high speed and, frankly, it was scary to watch.
