Built in 1909 on the site of the City Hospital to house the Board of Guardians of the City Hospital. It is the only remaining original building since the hospital relocated to Derriford in 1994. The other buildings were then demolished and 'affordable' housing built on the site with Freedom House being converted into apartments.
