London (Congestion Charge Zone)

Introduction

The Congestion Charge is a £15 per day charge if your drive within the this zone during the active hours.

If your vehicle does not meet the minimum emission standards then you will have to pay the ULEZ charge in addition to the Congestion Charge.

Payment

To make a payment for a Congestion or ULEZ charge, use the Transport for London (TfL) portal at:

Payments can be made for up to three previous days, the next day or for a custom date range.

Exemptions

You do not need to pay the Congestion Charge or register if the vehicle is recorded by the DVLA in one of these categories.

  • Two-wheeled motorbikes (and sidecars) and mopeds.
  • Emergency service vehicles, such as ambulances and fire engines, which have a taxation class of 'ambulance' or 'fire engine' on the date of travel.
  • NHS vehicles that are exempt from vehicle tax.
  • Vehicles used by disabled people that are exempt from vehicle tax and have a 'disabled' taxation class.
  • Vehicles for more than one disabled person (for example Dial-a-Ride) that are exempt from vehicle tax and have a 'disabled' taxation class.
  • Taxis are exempt from paying the Congestion Charge when actively licensed with London Taxi and Private Hire (TPH).

Certain other vehicles may be exempt butneed to be registered with Transport for London in order to qualify:

  • HM Coastguard and Port Authorities; certain operational vehicles used by London Boroughs; The armed forces; Royal Parks Agency and Breakdown organisations.

Discounts

Discounts are available to:

  • Residents who live within the zone may qualify for a 90% discount.
  • Blue Badge holders may qualify for a 100% discount.
  • Breakdown Vehicles accredited to BS EN ISO9001:2008.
  • Vehicles with 9 or more seats may qualify for a 100% discount.
  • Battery or hydrogen fuel cell vehicles are eligible for a Cleaner Vehicle Discount. This scheme runs until 25 December 2025.
  • Motor tricycle less than 1m wide and 2m in length may be eligible for a 100% discount.
  • Roadside recovery vehicles registered with DVLA with the class type of 'Recovery Vehicle'.

Applications for discounts can be applied for online and the charge will continue to be payable until the application is successful. In addition these discounts only apply to the Congestion Charge and if a ULEZ charge is required, this will continue to be payable.
