| 1 Nov 2025 | Little London and Woodhouse (B) Ward Areas - To address serious and organised criminality, whilst disrupting and pursuing offenders who cause harm to the communities we serve. Alongside Operation Capital, Operation Bankdeat, Operation Basketman and Operation Deskhouse, we will target and disrupt offenders involved in serious and organised criminality. We aim to achieve this through a range of policing tactics, including gathering intelligence to identify those involved in such criminality. We will monitor and respond to incident demands, collate evidence, conduct disruption visits on known offenders, and will hold targeted days of action and planned operations across the Leeds City ward areas. In addition, we will continue to work collaboratively alongside partner agencies to utilise all enforcement methods available, against those repeatedly involved in such criminality whilst ensuring vulnerable victims are safeguarded accordingly.

We will conduct targeted high visibility uniformed and plain clothed patrols across the wards with an aim to reduce reports of anti-social behaviour and theft from shop. We will work closely with Leeds City Council Youth Services, Leeds Anti-Social Behaviour Team and Housing focusing on joint and smart approaches for more long-term interventions such as restorative work for young people and enforcement action for those involved in Theft from Shop. This approach includes increased referrals to signpost for support, identification of the best agency to take the lead with young people, and use of housing and tenancy enforcement action, against parents who fail in their responsibility to keep the young people behaving in an acceptable manner. In addition, we will take enforcement action against those identified as being involved in theft offences.
- Reducing violent crime within the night-time economy including violence against women and girls. Providing reassurance to people who attend to socialise in the City Centre as well as those who work in the night-time economy. Protecting vulnerable people - especially those who are vulnerable because of drink or drugs. We will do this through targeted patrols in the busiest areas of the night-time economy, by working in partnership with statutory and voluntary partners, using legislation where appropriate to reduce opportunities for offending. Response (7 Nov 2025)- To address serious and organised crime, The Leeds Central Neighbourhood Policing Teams continue to proactively deploy in line with the several targeted Operations in place to address serious and organised criminality. These targeted Operations have resulted in multiple positive outcomes inclusive of arrests, drugs, money, weapons, vehicles and counterfeit goods.
- Officers continue to enforce the Leeds City Public Spaces Protection Order across the wards, issuing warnings and taking the relevant enforcement actions for those found to be in breach of the order. - Officers have been engaging with communities and young people across the ward, additional contact points have been hosted within the retail sector and several bike marking events were attended by the public. - We continue to work collaboratively with Leeds City Council Anti-Social Behaviour Teams, who have secured multiple Criminal Behaviour Orders, Community Protection Notices and Warnings, for persons identified as being involved in anti-social behaviour and criminality. Our ASB Officer has been out visiting businesses within the retail sector offering advice and reassurance.

- The team continue to work collaboratively with their neighbourhood colleagues within the Off-Road Bike Team, tackling nuisance motorbikes and electric bikes within the city centre. A significant number of E-Bike riders have been warned and informed of the legalities surrounding some E-Bikes and several E-bikes have been recovered.
- We have recently implemented local priorities for business and retail sites across the city. We have been conducting high visibility and plain clothes patrols across the whole city centre, at peak times in line with current demand. PCSO’s have been out daily engaging with business premises, to offer crime prevention advice and reassurance. We will do this by targeting patrols in areas highlighted as hotspots for street-based antisocial behaviour. We will work with partner agencies to use Anti-Social Behaviour legislation where appropriate to prevent offenders returning to the same streets to commit offences. Officers have attended local business meetings to promote partnership working, share crime prevention advice, and gather intelligence to help tackle emerging crime trends. 2 youths have been arrested in the last week believed to be involved in the theft of pedal cycles and burglaries; these youths have been released on bail with conditions not be in the city centre. We have 2 upcoming bike marking events scheduled in to assist in the identification of bikes should they be stolen. Officers review crimes and identify patterns and trends. This assists in identifying those responsible.
- We continue to address Theft from motor vehicle offences and proactive hotspot patrols remain in place, with a view to identifying offenders. Officer are daily linking in with a number of car parks and conduct checks throughout. We work closely with Leeds Watch to ensure the swift identification and arrests of criminals.
As part of our commitment to Vision Zero we have been targeting the use of illegal bikes and scooters as well vehicles travelling in and around the city. Response (30 Jan 2026)- To address serious and organised crime, The Leeds Central Neighbourhood Policing Teams continue to proactively deploy in support of several targeted operations aimed at tackling serious and organised criminality. These operations have produced multiple positive outcomes, including arrests and the seizure of drugs, cash, weapons, vehicles, and counterfeit goods.
We are actively targeting a group of males involved in selling counterfeit products in the city centre. So far, two males have been arrested and issued with out of court disposals and a significant quantity of counterfeit beauty products, fragrances, and electrical items has also been seized as part of the ongoing investigation.
This week, both a youth and an adult male were arrested on suspicion of possession of Class A and Class B drugs with intent to supply:- The youth has been charged and bailed at court awaiting trial.
- The adult male has been remanded into custody awaiting trial.

Officers actively visited stores to provide reassurance to staff, responded promptly to calls for service, and strengthen engagement with businesses. These patrols were not only reactive but also proactive, focusing on identifying and locating known offenders and individuals wanted for outstanding offences. This approach aimed to deter criminal activity, build confidence among retailers, and ensure a visible policing presence that reassures the public while addressing priority crime concerns. Officers linked in throughout the day via the BACIL radios whilst utilising our partners in Leeds Watch (City CCTV). Patrols linked in with Safer Streets staff to identify and locate offenders as well as finding alternative accommodation for some members of the street cohort. Since 01/01/2026 Leeds City centre has had 57 Arrests relating to theft from shop. NPT have issued 41 Community Protection Notice Warning, 10 Community Protection Notices 3 of which have been breached and we are progressing.

We have proactively deployed officers—both covert and in uniform—amongst the NTE crowds to ensure the safety of those enjoying the city centre, while swiftly addressing unacceptable behaviour.
City NPT has begun conducting nightly briefings with NTE businesses to ensure a collaborative, joined up approach to preventing crime and enhancing partnership working.
Our staff have been delivering inputs to hospitality venues and licensed premises, educating teams on what suspicious behaviours to look out for, and how and when to report incidents to police. We have conducted a joint operation working alongside the Anti social behaviour team and Traffic unit focusing on the anti-social use of vehicle during the NTE. During this operation a number of lone intoxicated people were safely escorted to taxis, 31 vehicles were issues with ASB notices, 1 vehicle was sized and 3 drivers prosecuted for offences.
Police staffing levels have been increased during key weekend NTE periods to provide greater visibility, reassurance, and rapid response capability. A number of arrests have been made in relation to Drugs offences both supply and personal use.

Response (30 Jan 2026)- To address serious and organised crime, The Leeds Central Neighbourhood Policing Teams continue to proactively deploy in support of several targeted operations aimed at tackling serious and organised criminality. These operations have produced multiple positive outcomes, including arrests and the seizure of drugs, cash, weapons, vehicles, and counterfeit goods.
We are actively targeting a group of males involved in selling counterfeit products in the city centre. So far, two males have been arrested and issued with out of court disposals and a significant quantity of counterfeit beauty products, fragrances, and electrical items has also been seized as part of the ongoing investigation.
This week, both a youth and an adult male were arrested on suspicion of possession of Class A and Class B drugs with intent to supply:- The youth has been charged and bailed at court awaiting trial.
- The adult male has been remanded into custody awaiting trial.
- To address reports of anti-social behaviour and reports of theft from shop. The Leeds Central Neighbourhood Policing Teams continue to proactively deploy in line with the several targeted Operations in place to address theft from shop and ASB related issues. These targeted Operations have resulted in multiple positive outcomes inclusive of arrests.
We continue to work collaboratively with Leeds City Council Anti-Social Behaviour officers, who have secured multiple Criminal Behaviour Orders, Community Protection Notices and Warnings, for persons identified as being involved in anti-social behaviour and criminality. Offender have been identified and some arrested, during this process they are given conditions not to enter the city centre or a specific shop. We have been working closely with Safer Streets Leeds in relation to tacking begging within the city. Officer have been working along side and teaming up in pairs with the Youth workers, tacking ASB amongst the youths head on. Following interaction, the youth team conduct a follow up appointment with parents.
We have been conducting high visibility and plain clothes patrols across the city centre, at peak times and in line with current demand. PCSO’s have been out daily engaging with business premises, to offer crime prevention advice and reassurance.

We continue to work closely with Leeds City Council Anti-Social Behaviour Officers, who have successfully secured a number of Criminal Behaviour Orders (CBOs), Community Protection Notices (CPNs), and Community Protection Warnings (CPWs) against individuals identified as being involved in persistent anti-social behaviour and criminality. Offenders have been identified and, where appropriate, arrested. As part of this process, individuals have been issued conditions preventing them from entering the city centre or specific retail premises. In partnership with Safer Streets Leeds, officers have also been actively tackling begging within the city centre. Additionally, officers have been working alongside youth workers, pairing up to address youth-related ASB directly. Following engagement, the youth team conducts follow-up appointments with parents or guardians to provide longer-term intervention and support. High-visibility and plain-clothes patrols continue across the area at peak times and in response to current demand. PCSOs are deployed daily, engaging with business premises and conducting patrols along the canal to provide reassurance and offer crime prevention advice. We have also implemented both mobile and static contact points along the canal. As a result of these patrols, officers have conducted nine stop searches and made ten arrests. |

Response (24 Apr 2026)- City PCSOs conducted multiple engagement events across Leeds City Centre to raise awareness and tackle issues including shop theft, fraud, anti-social behaviour (ASB), keeping safe. These events attracted both businesses and members of the public, delivering positive engagement, education on police initiatives, and strengthening partnerships through open free flowing conversations. All of our contact points can be found on the meetings page. We have utilised the facial recognition van on Briggate and Kirkgate within the city which assisted in the arrest of shoplifter.
We deployed both covert and high-visibility patrols across key retail hot spot areas. Officers actively visited stores to provide reassurance to staff, responded promptly to calls for service, and strengthen engagement with businesses. These patrols were not only reactive but also proactive, focusing on identifying and locating known offenders and individuals wanted for outstanding offences. This approach aimed to deter criminal activity, build confidence among retailers, and ensure a visible policing presence that reassures the public while addressing priority crime concerns. Officers linked in throughout the day via the BCRP radios whilst utilising our partners in Leeds Watch (City CCTV). Patrols linked in with Safer Streets staff to identify and locate offenders as well as finding alternative accommodation for some members of the street cohort. Since 01/02/2026 Leeds City centre has had 100 Arrests relating to theft from shop. NPT have issued 59 Community Protection Notice Warning, 20 Community Protection Notices 6 of which have been breached, and we are progressing through the courts.
- We have seen a slight increase in burglary offences and are working closely with local businesses to reduce opportunities for crime including utilising WYP crime prevention officer. A combination of covert and uniform patrols is being deployed at peak times this includes a recent operation where officer came in at 3:30am. Officer deployed in the early hours in plain clothes and caught a male mid burglary he was arrested and charged. In recent weeks we have had a number of suscess Burglary arrests.
PCSOs continue to conduct reassurance visits to victims of burglary, offering advice and support to help prevent repeat incidents. Police held a community contact point on the Marlborough Estate during April 2026, the engagement resulted in 1 arrest, 6 stop searches and 9 information reports.

- Operation Capital continues to run throughout the weekend to support the Night-Time Economy. We work closely with Council CCTV operators and City Wardens, enabling us to prevent anti-social behaviour and violence, identify individuals involved in disorder, and intervene early to stop situations from escalating.
Officers have recently visited student accommodation and local businesses to provide guidance on personal safety and crime prevention. In the run up to Valentine’s Day, we will be delivering an anti-spiking campaign across the city.
We have proactively deployed officers—both covert and in uniform—amongst the NTE crowds to ensure the safety of those enjoying the city centre, while swiftly addressing unacceptable behaviour.
City NPT has begun conducting nightly briefings with NTE businesses to ensure a collaborative, joined up approach to preventing crime and enhancing partnership working.
Our staff have been delivering inputs to hospitality venues and licensed premises, educating teams on what suspicious behaviours to look out for, and how and when to report incidents to police. We have conducted a joint operation working alongside the Anti social behaviour team and Traffic unit focusing on the anti-social use of vehicle during the NTE. During this operation a number of lone intoxicated people were safely escorted to taxis, 31 vehicles were issues with ASB notices, 1 vehicle was sized and 3 drivers prosecuted for offences.
Police staffing levels have been increased during key weekend NTE periods to provide greater visibility, reassurance, and rapid response capability. A number of arrests have been made in relation to Drugs offences both supply and personal use.

Response (13 Jul 2026)- City officers have taken part in planned plain-clothed operations targeting high-demand retail stores and key footfall areas across the city centre. Intelligence and crime data were used to ensure a targeted approach to tackling criminal activity and addressing identified hotspots.
Officers have also attended weekly face-to-face multi-store meetings, providing an opportunity to discuss concerns and issues affecting both retailers and staff. These patrols were not only reactive in responding to incidents but also proactive, focusing on identifying and locating known offenders, as well as individuals wanted for outstanding offences. This approach has helped to deter criminal activity, build confidence among retailers, and maintain a visible policing presence that reassures members of the public while addressing priority crime concerns. Throughout the day, officers remained in contact via the Business Crime Reduction Partnership (BCRP) radio network and worked closely with partners at LeedsWatch (City CCTV) to identify and monitor offenders. Patrols also collaborated with Safer Streets staff to locate known offenders and support vulnerable members of the street cohort by assisting them in accessing alternative accommodation and support services where appropriate. PCSOs have continued to deliver engagement activity across the city centre and will maintain this approach over the coming months. The Police Engagement Van and Facial Recognition Van have been deployed in key locations including Kirkgate, the Corn Exchange and Briggate, providing opportunities to engage with members of the public, offer crime prevention advice, and increase visibility in areas of concern. Officers have also carried out targeted impact patrols in identified hotspot locations to deter and disrupt anti-social behaviour (ASB). A range of enforcement tools has been utilised where appropriate, including Community Protection Notices (CPNs), Community Protection Warning Notices (CPWNs), injunctions and arrests. A 48-hour dispersal order was implemented from 28 May 2026 in the area surrounding Leeds Bus Station and Kirkgate following an increase in reports of ASB. Officers worked closely with partners from Safer Leeds, Youth Services and the Safer Travel Team, adopting a collaborative problem-solving approach to address the issues identified. This partnership response enabled both enforcement and engagement opportunities, helping to reduce ASB, safeguard vulnerable individuals and improve the overall feeling of safety within the area. Operation Capital continues to operate throughout weekend periods in support of the Night-Time Economy (NTE).
