Thames Valley Police Information

Thames Valley Police is the largest non-metropolitan police force in England and Wales. We police the counties of Berkshire, Buckinghamshire and Oxfordshire, and serve a diverse population of more than two million, plus six million visitors who come to Thames Valley each year. We patrol 196 miles of motorway - more than any other British police force. The Thames Valley Police force area is divided into 12 Local Policing Areas (LPAs). Kidlington Neighbourhood

Every neighbourhood in Thames Valley has a dedicated Neighbourhood Policing team.

Neighbourhood Policing teams can be contacted via 101, the Thames Valley Police non-emergency number. Always call 999 in an emergency.

Neighbourhood Policing teams…
  • Are led by senior police officers and include police community support officers (PCSOs), often together with volunteer police officers, volunteers and partners.
  • May serve one or several neighbourhoods.
  • Work with local people and partners to identify, tackle and prevent local, low-level crime, anti-social behaviour, and any ongoing concerns.
  • Provide you with a visible, accessible and accountable police service and aim to make your neighbourhood safer.
  • Have been present in every Thames Valley neighbourhood since 1 April 2008.
  • Focus all of their efforts on their dedicated neighbourhoods, building relationships with local people.
Neighbourhood Policing…
  • Needs you to tell us about the issues that concern you in your area.
  • Has transformed policing at a local level, to meet the needs of local communities.
  • Is known as ‘Safer Neighbourhoods’ in Milton Keynes.

Have Your Say logo From the start of 2010, Thames Valley Police extended its neighbourhood consultation by introducing a wider range of publicised opportunities to meet neighbourhood teams.

We will provide open monthly meetings to allow the public to influence our priorities. These meetings will be branded as Have Your Say opportunities, and in many cases will be held in conjunction with partners.

Once local priorities have been identified, a broader ‘toolkit’ of problem-solving tactics is being made available to ensure crime and anti-social behaviour is tackled effectively.

Across the Thames Valley area, there are many successful Neighbourhood Action Groups which will continue to deliver local problem solving, but the introduction of Have Your Say meetings will allow neighbourhood teams to identify more quickly those specific local priorities that need attention.

Thames Valley Police views the introduction of Have Your Say meetings as a positive step in tackling issues that matter most to the public. I welcome your support and engagement in this endeavour.

Since the priority was set The Neighbourhood team have conducted intelligence and evidence led patrols to best place our resources in the right area's.

We have specifically targeted the following area's:

- Exeter Close Park
- High street
- Hayday Close Yarnton
- Night time Economy licensing checks at Public houses.

Several operations have been conducted throughout this time involving all members of the Bicester and Kidlington Neighbourhood team along with the Cherwell Community safety team to provide High visibility disruption and reassurance patrols in these area's.

We have seen a reduction of reports of Anti-social behaviour within these area's however we will continue to patrol.

We would urge anyone witnessing or experiencing Anti-social behaviour to report this to the police so we can ensure that or patrols are directed in the right locations and times.

A further Community consultation is planned from 1st September until 30th September 2024 to set the Community Priorities for the next 3 months.
This will be available both via an On-Line survey and in Person have Your say events which will be advertised here and on our social media platforms and Thames Valley Alert.

E-Scooters

Since the Priority being set in January the team have continued to engage with E-Scooter users during our patrols to educate and enforce.

To date the team have issued:

- Over 50 E-Scooter warnings.
- 2 seizures.
- A successful court prosecution for driving related offences.

This has all taken place in Bicester Town and Kidlington where this is set as a Neighbourhood priority.

We have sought to educate the users in the first instance however should they be stopped again they risk not only having the E-Scooter being seized but also being dealt with for offences such as:

-Drive/Ride a vehicle on a footway (£50 Non- endorsable)
-No Insurance (£300 / 6 Penalty Points)
-Drive otherwise in accordance with a licence (£100 / 3 points)
-Using a mobile while driving (£200 / 6 Penalty Points
-Fail to comply with a red traffic light (£100 fine / 3 points)
-Drink/ drug drive legislation still applies.

All police officers within the Neighbourhood team have undertaken training to be able to seize E-scooters utilising powers under Section 165 of the Road Traffic Act.
Further E-Scooter operations are planned throughout the year to focus on this priority.

This activity specifically relates to the Neighbourhood team and does not reflect the Warnings/ E-Scooter Seizures undertaken by the Incident and Crime Response teams.

Anti-social behaviour - Exeter Close Park

We remain committed to Tackling Anti-Social Behaviour and this remains a key area of the Neighbourhood teams’ role.

We have utilised an evidence based approach to Community Anti-Social Behaviour setting our patrols plans and activities to areas that have been victim to repeated reports.

We have utilised High Visibility patrols at key times based upon reports from the community along with joint patrols with our colleagues in the Cherwell District Council Community safety team. Along with use of our Stop and search powers where appropriate.

Our primary areas of focus for these patrols has been Exeter Close Park along with High street, Oxford Road, Hayday Close Yarnton and Park Hill recreation ground.

Overall we have seen a reduction in reports of Anti-Social Behaviour in the Exeter Close Park area. However if you do not feel this is the case we urge the Community to report all incidents of Anti-Social Behaviour so we can make sure we are patrolling in the right area’s at the right time.

We are asking the Community to help us set our Priorities for the New Year.

Drugs

We have been busy in the Kidlington and surrounding area’s targeting this Community Priority.

We have conducted 4 Section 23 Drugs Warrants since the priority was set which has resulted in 2 Cannabis factories being identified and shut down.

Several arrests have been made in relation to these warrants along with large quantities of Cannabis being seized.

We have also utilised powers under the Proceeds of Crime Act and have seized multiple items which we believe have been gained through Proceeds of Crime.

We have charged 2 people in relation to these offences whilst several others remain under investigation at this time.

The team have utilised their stop and search powers appropriately in and around the area and where people have been found in possession of drugs.
Where appropriate individuals have been issued a Community Resolution notice with a positive requirement to engage with drugs awareness courses.

The Team remain committed to targeting any drug activity and will continue to do so in 2025. We encourage the community to report any drug activity that they are aware of in the area to enable us to focus our patrols and where appropriate seek additional powers as we have done with the 4 Warrants above.

We are asking the community what they would like the teams Community Priorities to be in the New Year so if you feel that Drugs remains a priority please Have your say and let us know.

Shoplifting

The Team have been busy taking an evidence based approach to this priority.

We have been focused on working closely with local businesses and identifying the most prolific offenders and seeking every opportunity to bring them to justice.

In addition to arresting and charging these offenders for the shoplifting offences we have also adopted a problem solving approach to try and deliver long term reduction to retail crime including applying to the court for criminal behaviour orders where appropriate.

We are asking the Community to set our priorities for the New Year via a short Online Survey and in person HYS events which will be advertised.
