Thames Valley Police - Bicester Rural Neighbourhood

Thames Valley Police Information

Thames Valley Police is the largest non-metropolitan police force in England and Wales. We police the counties of Berkshire, Buckinghamshire and Oxfordshire, and serve a diverse population of more than two million, plus six million visitors who come to Thames Valley each year. We patrol 196 miles of motorway - more than any other British police force. The Thames Valley Police force area is divided into 12 Local Policing Areas (LPAs). For more information, visit the Thames Valley Police website.

Bicester Rural Neighbourhood

Every neighbourhood in Thames Valley has a dedicated Neighbourhood Policing team.

Neighbourhood Policing teams can be contacted via 101, the Thames Valley Police non-emergency number. Always call 999 in an emergency.

Neighbourhood Policing teams…
  • Are led by senior police officers and include police community support officers (PCSOs), often together with volunteer police officers, volunteers and partners.
  • May serve one or several neighbourhoods.
  • Work with local people and partners to identify, tackle and prevent local, low-level crime, anti-social behaviour, and any ongoing concerns.
  • Provide you with a visible, accessible and accountable police service and aim to make your neighbourhood safer.
  • Have been present in every Thames Valley neighbourhood since 1 April 2008.
  • Focus all of their efforts on their dedicated neighbourhoods, building relationships with local people.
Neighbourhood Policing…
  • Needs you to tell us about the issues that concern you in your area.
  • Has transformed policing at a local level, to meet the needs of local communities.
  • Is known as ‘Safer Neighbourhoods’ in Milton Keynes.

Have Your Say logo From the start of 2010, Thames Valley Police extended its neighbourhood consultation by introducing a wider range of publicised opportunities to meet neighbourhood teams.

We will provide open monthly meetings to allow the public to influence our priorities. These meetings will be branded as Have Your Say opportunities, and in many cases will be held in conjunction with partners.

Once local priorities have been identified, a broader ‘toolkit’ of problem-solving tactics is being made available to ensure crime and anti-social behaviour is tackled effectively.

Across the Thames Valley area, there are many successful Neighbourhood Action Groups which will continue to deliver local problem solving, but the introduction of Have Your Say meetings will allow neighbourhood teams to identify more quickly those specific local priorities that need attention.

Thames Valley Police views the introduction of Have Your Say meetings as a positive step in tackling issues that matter most to the public. I welcome your support and engagement in this endeavour.

Drugs

Response (22 Aug 2024)

Since the Priority was set in February 2024 the team have focused on intelligence led activity and high visibility patrols.

The vast majority of Drug supply offences detected by the team have been located in the Bicester and Kidlington area's.

However we remain committed to following the intelligence led approach to ensure we are targeting our resources in the right area's.

Concerns have been raised regarding drugs misuse during Night time economy hours on Friday and Saturday nights and patrols and licensing checks have been increased in those area's as a direct response to those reports.

In our most recent Have Your Say survey 68% of respondents stated that they had witnessed drugs misuse in their area.
However only 31% said they reported this to the police.

We would encourage any resident who witnesses drugs activity/ misuse to report this to the police to ensure we can direct our patrols.

This Priority has been reiterated in the Recent Have your say and re-set as a Priority from 01/08/2024.

Anti-social behaviour - All locations

Response (18 Dec 2024)

We remain committed to Tackling Anti-Social Behaviour and this remains a key area of the Neighbourhood teams’ role.

We have utilised an evidence based approach to Community A.S.B setting our patrols plans and activities to areas that have been victim to repeated reports of Anti-Social behaviour.
We have utilised High Visibility patrols at key times based upon reports from the community along with joint patrols with our colleagues in the Cherwell District Council Community safety team.

Our primary areas of focus for these patrols has been Heyford Park particularly Camp Road and the Parade of shops & Ambrosden during school bus times and in the evenings.

Overall we have seen a reduction in reports of Anti-Social Behaviour in the Heyford Park area.

However if you do not feel this is the case we urge the Community to report all incidents of Anti-Social Behaviour so we can make sure we are patrolling in the right area’s at the right time.

We are aware of recent reports and social media posts in the Ambrosden area. We are working closely with the Community Safety team, Parish Council, Schools and local residents to address concerns and provide reassurance in the area. Ambrosden remains a priority patrol location for our team and we would encourage the community to stop and speak with the officers when they are on patrol to raise any concerns you may have.

We are asking the Community to help us set our Priorities for the New Year.
If you feel that Anti-Social Behaviour remains an issue and you would like this to remain a priority let us know either via our Online Survey or in Person Have your Say events which will be advertised.

We would encourage any resident who witnesses drugs activity/ misuse to report this to the police to ensure we can direct our patrols.

The team have utilised their stop and search powers appropriately in and around the area and where people have been found in possession of drugs and where appropriate individuals have been issued a Community Resolution notice with a positive requirement to engage with drugs awareness courses.

We have conducted 2 Section 23 Drugs Warrants since the priority was set.

We have several ongoing investigations in relation to Possession with Intent to Supply drug offences and Drug possession offences.

We are asking the community what they would like the teams Community Priorities to be in the New Year so if you feel that Drugs remains a priority please Have your say and let us know.

E-Scooters

Response (18 Dec 2024)

E-Scooter warnings have been issued by the team and Parents informed around their illegal uses and potential consequences.
Prosecutions are being sought against E-Scooter riders who continue to ride around town and this serves as a reminder that use of E-Scooters outside of the pilot rental scheme zones is illegal unless riding on private land with the land owner’s permission.

This year we have prosecuted 2 E-Scooter riders who have ignored previous warnings and advice and there are further cases under investigation at this time.

Bicester and surrounding villages are not a Pilot zone and any use of E-Scooters on footpaths or the roads will be committing road traffic offences and several operations are planned to target their use.

We are asking the community to set the Priorities for the New Year so if you feel that E-Scooters remain an issue for the Bicester community please let us know via our Online Survey or in person Have Your Say events which will be advertised soon.
