I am Inspector Adrian Luscombe, and I cover the South Neighbourhood areas of Doncaster; which includes Mexborough, Edlington and Warmsworth, Conisbrough and Denaby, Tickhill and Wadsworth, Rossington and Bawtry, and Finningley ward areas. I have over 19 years' policing experience, with a significant portion of my career working within neighbourhood policing teams in Rotherham and Doncaster.

Your Neighbourhood Policing Team (NPT) is a group of officers who are dedicated to serving your community. The teams I oversee consists of 3 sergeants, 14 police officers (PCs) and 7 police community support officers (PCSOs) who each have geographical responsibility for an area within the wards mentioned above. These officers are split into 3 teams, each headed by a sergeant, which include teams for Mexborough; Conisbrough and Denaby; and then Edlington/Warmsworth, Tickhill/Wadsworth, Rossington/Bawtry and Finningley. We work closely with the Local Authority along with a wide range of other partners and members of the community to attempt to find long-term solutions to local problems.

As well as team members having regular involvement in face-to-face meetings and engagement activities out in communities, sergeants from each team host online meetings via Facebook to give residents the chance to talk about issues affecting them in the local area. Ongoing work with police and partners, requests made regularly for off road bike teams and operational support resources. Patrols of the hot spot areas identified through effective communication with the local communities. Work with housing partners to deal with relevant tenancy breaches and prosecutions where relevant. Vehicles seized and disposed of as appropriate.
Days of action organised with partner agencies to deal with vehicles being driven without correct documentation or in an unsafe condition.

Motor vehicles being attacked on the layby's off of the A635, Commercial vehicles for fuel thefts and privately owned vehicles for theft of motor vehicle and theft from motor vehicle offences.

Increased police patrols to these locations overnight. Review with partner agencies regarding options for target hardening of the locations to deter criminal activity. Designing out officer tasked with a review of the relevant sites for additional signage and measures to prevent and detect further offences. Further reviews to follow and additional actions as relevant.

Anti-Social Behaviour in the area negatively affecting peoples quality of life.

Increased police patrols and joint patrols with Stronger Communities Officers. Engagement with local youths and where relevant referrals via the ABC+ process to the Anti-Social Behaviour officer for Doncaster. Additional resources from the off road bike team requested to aid in dealing with nuisance vehicle use in the area. Vehicles being used anti-socially seized and where identified the drivers/riders prosecuted accordingly.
Work in this area is ongoing and measures that can be deployed to tackle these issues are constantly under review.

Anti-Social Behaviour and connected criminality identified as a significant issue in the area and having a negative impact on the lives of the residents and business owners.

Patrols of identified hot spot areas as reported by the public from SYP and in conjunction with our partners from Stronger Communities Teams in Doncaster. Referrals via the ABC+ process to Doncaster's Anti-Social Behaviour officer. Vulnerable and repeat victims identified and additional support offered as relevant. Numerous prosecutions sought of those identified as key offenders for Anti-Social Behaviour and associated criminal activity. Additional police and partner resources brought in to the area routinely as part of Operation Duxford.

High levels of Anti-Social Behaviour and associated criminal activity identified in Conisbrough Town Centre. Local businesses and residents frequenting the town centre significantly impacted.

Response (10 Feb 2020)

Operation Bradford commenced by SYP that has identified key areas being affected, local businesses that are being targeted and the main offenders involved. Numerous arrests made and prosecutions brought. Increased patrols by Neighbourhood Teams and requests for additional resources from colleagues in mounted and off road bike teams. Creation of an ongoing multi-agency operation (CIVITAS) to identify support that can be offered from all partner agencies to reduce rates of offending and offer diversion to youths to prevent ASB and progression in to criminality.
Reformed Community Engagement Meetings to discuss the issues with business owners and residents and Operation Bradford is to be reviewed and specific problem orientated policing plans will be produced to tackle local issues.

High levels of criminal damage in the area, specifically damage to properties through windows being repeatedly smashed on the Royal Estate.

Response (24 Feb 2020)

Patrols from SYP and from partner agencies directed through a joint partnership initiative to tackle ASB and criminal offending on the Royal Estate (CIVITAS). Identification of repeat and vulnerable victims of such offending and additional support offered. Multiple prosecutions sought of key offenders related to this behaviour and Criminal Behaviour Orders sought. Referrals via the ABC+ process to Doncaster's Anti-Social Behaviour Officer and civil injunctions sought for repeat offenders.
Edlington Police Station has re-opened with a Neighbourhood Policing presence now working from the site to provide greater public confidence and greater visibility and accessibility in the area.

Concerns from business owners and local residents of increased drug activity in the Mexborough area driven by local gangs operating in the area.

Response (10 Feb 2020)

Ongoing work coordinated via Operation Drum Alpha by SYP to take action to deter and prevent organised crime group activity in Mexborough. Increased patrols in the area, additional resources from around South Yorkshire Police requested to provide ongoing high visibility presence in the area. Engagement with the communities through the Neighbourhood Networks and Community Engagement Meetings to identify new trends in offending behaviour and provide residents with information regarding the actions taken so far.
Multiple warrants conducted at various addresses and where relevant evidence seized and prosecutions sought. Closure orders sought on addresses identified as key locations for ASB and drug related matters and where possible injunctions sought against identified offenders.
Introduction of the partnership initiative model (CIVITAS) to identify any and all opportunities to divert, deter and prosecute any identified offenders.
This issue is a long-term complex problem and is an ongoing one for police and their partners.
