The Neighbourhood Policing Team has increased its focus on hostels in Adamsdown, with particular attention on Adams Court, where engagement visits have become more frequent in response to reports of anti-social behaviour and drug activity. Over this period, officers have executed drug search warrants at Adams Court and at the Wallich premises on Broadway, resulting in the seizure of controlled substances and intelligence on local supply chains. Weekly contact is maintained with staff and residents at Ty Seren and the Stacey Road hostels, ensuring early identification of risks and swift action to safeguard vulnerable occupants. This sustained approach, supported by partner agencies, is aimed at reducing offending, improving safety standards within the hostels, and reassuring the wider community. Work is also ongoing with the Blue Dragon Hostel, focusing on joint problem-solving to address substance misuse and associated anti-social behaviour.

Uniformed officers have carried out reassurance visits to businesses and residents, focusing on peak periods to maximise deterrence and build confidence. Alongside this, joint work with the Shared Regulatory Service (SRS) has enabled targeted checks on premises, while coordinated actions with Immigration Enforcement have supported safeguarding and compliance work where appropriate. traders have reported that the increased police presence is having a positive effect on the street’s overall atmosphere.

Activity under Operation Red Swan has supported joint patrols with outreach partners, providing welfare checks, safety advice, and referrals to housing and substance misuse services, while also gathering intelligence on those seeking to exploit vulnerable women. In August, the first iteration of Operation Red Lantern was launched, targeting identified brothels for enforcement in partnership with Immigration Enforcement and NPT officers, with an emphasis on safeguarding and disrupting criminality. Engagement with residents and businesses continues to reassure the community that operations are proportionate, victim-focused, and designed to tackle exploitation alongside nuisance and criminality.

Whilst patrolling in the area, officers have identified suspicious activity at an address on Ruby Street. On gaining access to the address, it was evident that the premises was being used to house a cannabis factory.

237 cannabis plants located, with an estimated worth of £100,000. A 22-year-old man has been arrested, charged and remanded for production of cannabis. All 237 plants and factory equipment have been seized and sent for destruction.

The Neighbourhood Policing Team has been working hard under the Clear, Hold, Build approach, maintaining strong links with all local hostels to help positively influence the area’s demographic and reduce vulnerability. As part of the "Build" phase, we are supporting plans to transform Anderson Fields into a more vibrant community space. These plans are in their early stages, but partners including Morgan Sindall from the Willows Project are progressing the Bee the Star initiative. Over the next six months, tools and support will be provided to enable a local school to adopt and develop a section of the park, boosting community pride and encouraging positive use of the space. Engagement from the NPT remains strong, and we will continue to work with residents and partners to improve safety and enjoyment of the area.

This work has already resulted in several strong arrests that have been shared on our social media channels to keep the community informed and to demonstrate our commitment to tackling those causing harm. We will continue to conduct high-visibility patrols, pursue offenders, and work closely with partners and local businesses to improve safety and confidence in the area.

We have partnered with Tesco to bring the IBBY murals, already seen in Canton and Cardiff Bay, to the side of Tesco on Ruby Street, an initiative designed to strengthen community cohesion and improve the local environment. We have also worked closely with Mercy, hosting the community forum in their premises in early November to encourage dialogue between residents, partners, and businesses. Alongside this engagement work, we will continue to support compliant businesses while holding others to account under the Clear, Hold, Build approach, including through SRS visits, immigration operations, and the use of closure powers where appropriate.

VAWG continues to be a priority in the local area, and the team is still undergoing Operation Red Swan and Operation Red Lantern. Red Lantern has run on 5 occasions targeting in excess of 20 premises linked through intelligence to sex work and addressed safeguarding and vulnerability concerns. The team has also undergone Operation Makesafe, an initiative to raise awareness of child exploitation within the business community, such as hotels, licensed premises, taxi companies and shops, by supplying posters to hang up to be aware of the signs of exploitation, especially amongst young girls.

Drugs and Anti-Social Behaviour – Clifton Street

1) Whilst patrolling in the area, officers have identified suspicious activity at an address on Ruby Street. On gaining access to the address, it was evident that the premises was being used to house a cannabis factory.

237 cannabis plants located, with an estimated worth of £100,000. A 22-year-old man has been arrested, charged and remanded for production of cannabis. All 237 plants and factory equipment have been seized and sent for destruction.

2) Whilst on patrol in the Adamsdown area, officers have sighted an electric bike carrying 2 males travelling at speed. On stopping the bike, both males were searched and in total, 9 grip seal bags of cannabis and £500+ cash was recovered.
The males have been arrested for possession with intent to supply (PWITS) class B drugs and e-bike seized ready to join the queue to be crushed!

3) Whilst on patrols, a male was sighted by officers riding an illegally modified push bike Priest Road. A search of the male recovered 84 grip seal bags of cannabis and further cannabis infused items. A total of 770g of cannabis was seized along with the e-bike that was being ridden.
The 24-year-old has been charged with possession with intent to supply Class B drugs and sentenced to 8 months in prison.

Recent offences have shown a clear pattern of offenders targeting insecure vehicles, and our prevention work aims to help residents take simple steps to protect their property.

Targeted patrols and high-visibility engagement have been conducted . Anti-social behaviour and Drug use & dealing - Clifton Street

Clifton Street continues to experience issues linked to anti-social behaviour and drug use/dealing, and remains a key focus for the Neighbourhood Policing Team. Throughout November, officers in the Roath and Cathays NPT made 42 arrests across the sector, with targeted enforcement in the Clifton Street area as part of Operation Salvage, which focuses on drug-related offending and autocrime. This work has already resulted in several strong arrests that have been shared on our social media channels to keep the community informed and to demonstrate our commitment to tackling those causing harm. We will continue to conduct high-visibility patrols, pursue offenders, and work closely with partners and local businesses to improve safety and confidence in the area.

Business Engagement

Business engagement along Clifton Street has been challenging, with some premises showing mistrust or limited appetite to engage with police. Despite this, the Neighbourhood Policing Team has continued to build relationships and create opportunities for positive collaboration. We have partnered with Tesco to bring the IBBY murals, already seen in Canton and Cardiff Bay, to the side of Tesco on Ruby Street, an initiative designed to strengthen community cohesion and improve the local environment. We have also worked closely with Mercy, hosting the community forum in their premises in early November to encourage dialogue between residents, partners, and businesses. Alongside this engagement work, we will continue to support compliant businesses while holding others to account under the Clear, Hold, Build approach, including through SRS visits, immigration operations, and the use of closure powers where appropriate.

Anti-social behaviour and Drug use and dealing - Hostels

The Neighbourhood Policing Team has increased its focus on hostels in Adamsdown, with particular attention on Adams Court, where engagement visits have become more frequent in response to reports of anti-social behaviour and drug activity. Over this period, officers have executed drug search warrants at Adams Court and at the Wallich premises on Broadway, resulting in the seizure of controlled substances and intelligence on local supply chains. Weekly contact is maintained with staff and residents at Ty Seren and the Stacey Road hostels, ensuring early identification of risks and swift action to safeguard vulnerable occupants. This sustained approach, supported by partner agencies, is aimed at reducing offending, improving safety standards within the hostels, and reassuring the wider community. Work is also ongoing with the Blue Dragon Hostel, focusing on joint problem-solving to address substance misuse and associated anti-social behaviour.

Anti-social behaviour & visible policing and reassurance - Clifton Street

The Neighbourhood Policing Team has maintained a strong and highly visible presence on Clifton Street, supported by Operation Myrica patrols to tackle street drinking, aggressive begging, and nuisance behaviour linked to the late-night economy. Uniformed officers have carried out reassurance visits to businesses and residents, focusing on peak periods to maximise deterrence and build confidence. Alongside this, joint work with the Shared Regulatory Service (SRS) has enabled targeted checks on premises, while coordinated actions with Immigration Enforcement have supported safeguarding and compliance work where appropriate. traders have reported that the increased police presence is having a positive effect on the street’s overall atmosphere.

Sex work & street vulnerability

The Neighbourhood Policing Team continues to focus on safeguarding those involved in, or at risk from, street-based sex work and associated exploitation across areas such as Tyndall Street, the Magic Roundabout, and City Road. Activity under Operation Red Swan has supported joint patrols with outreach partners, providing welfare checks, safety advice, and referrals to housing and substance misuse services, while also gathering intelligence on those seeking to exploit vulnerable women. In August, the first iteration of Operation Red Lantern was launched, targeting identified brothels for enforcement in partnership with Immigration Enforcement and NPT officers, with an emphasis on safeguarding and disrupting criminality. Engagement with residents and businesses continues to reassure the community that operations are proportionate, victim-focused, and designed to tackle exploitation alongside nuisance and criminality.
