Senior Officer Details
David Sandall has served with Leicestershire Police since 1999, commencing his policing career from the old Asfordby Street and Charles Street Police stations in Leicester, following on from his dad and grandad in serving in Leicestershire Police as part of over 80 years family service.
David continued to work across Leicester and surrounding area as a Sergeant. He led teams as a Shift, Neighbourhood and Custody Sergeant, before moving into the investigative departments, as a Detective Sergeant and being promoted as a Leicester City Detective Inspector.
As a Detective Inspector David also led the Force Special Operations Unit, leading on covert policing and Serious and Organised Crime before being seconded to the United Kingdom Borders Agency, managing an East Midlands Regional Team tackling foreign national offending. On promotion to Chief Inspector in 2009 David worked as the crime lead across the County of Leicestershire and Rutland as part of the County North and South areas, before supporting the amalgamation into the Counties Basic Command Unit.
From 2012 to 2015 David took the lead for Safeguarding Investigations, significantly developing the response to vulnerable people and the investigation of Serious Crime. He was instrumental in the introduction of the co-located multi-agency Safeguarding, Child Abuse and Child Sexual Exploitation teams and the development of the investigative digital hub.
In 2015 David was promoted to Chief Superintendent as the Head of Crime and Intelligence. David has been engaged in broad variety of high profile serious and critical incidents and crimes that have sadly occurred in Leicestershire. David recently successfully completed a Master’s degree at Cambridge University, he is an accredited PIP4 and PIP3 Senior Investigating Officer, a Senior Identification Manager and is also an active Strategic and experienced Tactical Firearms Commander.
From January 2019 David is undertaking the Temporary position as the Protective Services, Assistant Chief Constable for Leicestershire Police. This portfolio has the lead for the East Midlands Regional Criminal Justice Service, East Midlands Operations Department and he leads in Leicestershire for Serious and Organised Crime, Offender Management, Safeguarding Investigations and as the senior LGBT lead.
Outside of work David lives in Leicestershire with his family. He enjoys sport and being outside with his active children. David manages a local children’s football team and is also a parent representative for a local scout group.
Julia Debenham joined Leicestershire Police in 1993 and has remained with the force ever since. Throughout her service, Julia has held a variety of roles throughout both ranks – both uniformed and non uniformed. More recently, Julia worked in collaborative roles within the East Midlands region where she held Chief officer responsibility for East Midlands Criminal Justice Service and East Midlands Specialist Operations Service.

His next role, from 2009 to 2014, was as Chief Superintendent for the Leicester City Basic Command Unit. He led local policing for the area and worked with communities during two large scale English Defence League and Unite Against Fascism demonstrations. He was instrumental in the force’s response to disorder during August 2012.
Throughout 2014 and 2015 he was head of business change and developed Blueprint2020 – a programme designed to decide how to make significant savings and take the force into a new era of policing.
His next step was to become Temporary Assistant Chief Constable, working across Leicestershire, Northamptonshire and Nottinghamshire on collaborative projects such as the regional East midlands Operational Support Service and East Midlands Criminal Justice Service.
He stayed in this role until April 2017, when he was appointed as the force’s Assistant Chief Constable. He has responsibility for local policing, crime and intelligence and public protection.
Outside of policing, Rob lives in Leicestershire with his family. He is a keen pilot, skier and has developed his construction skills while renovating a derelict property.

7 Apr 2024 | To reduce the number of cycles stolen within the Loughborough town centre area and provide advice in relation to keeping cycles secure Response (21 May 2024)It is pleasing to see that more recently there has been a decrease in the number of reports of stolen cycles across the area of Loughborough Police continue with their bike register schemes, and crime prevention advice surgeries, where members of the public can register their bike details to a national register We will soon see many students finishing their academic term and Police and the Community safety partnership will continue to work with local residents and the student community in relation to the safety of their cycles, |
7 Apr 2024 | Reduce Anti social behaviour reported by residents across the local area in varying formats including car cruise meetings, noisy parties Response (21 May 2024)Operation Lexical will be providing additional officers on the ground in relation to any potential anti social behaviour at the end of the academic year in and around the town centre Police are still progressing a camera for the A512 at Loughborough which will assist with the enforcement and prevention of what is termed car cruises. It is hopeful that the camera will be in place very shortly Police have today(19/04/24) attended Magistrates court and been granted an extension to a current closure order in the Park Road area of Loughborough. The initial order was granted following serious incidents of anti social behaviour related to drugs Update I am pleased to announce that a POD camera is now situated on the A512, Loughborough. This was to assist with the anti social behaviour associated with what is termed Car cruises. Officers continue to patrol those areas where anti social behaviour is occurring and a recent test purchase operation has taken place with a number of stores visited in and around the town centre, where young persons may have previously been supplied alcohol. |

The initial order was granted following serious incidents of anti social behaviour related to drugs Police are making further enquiries in relation to a further property where reports have been made of anti social behaviour which is believed to be drug related Police are conducting patrols in and around the town centre where it is believed that persons are using or dealing drugs A male has been arrested from a property in the town centre on suspicion of possessing drugs with an intent to supply, the investigation continues Update The closure order on a property in the Park Road, Loughborough area remains closed with the local Authority progressing matters through the courts for further orders Persons have been stopped and searched in and around the town centre relating to drugs matters. Persons have been arrested for drug related matters Police working with the local authority have issued community protection warning to two persons for their involvement in anti social behaviour in the Woodgate area Police will be working with the local BID and speaking with local businesses as to Anti social behaviour in and around the town centre |
23 Jul 2024 | To reduce the number of thefts in and around Loughborough town centre Response (23 Aug 2024)Local Police officers are working with individual stores in the Loughborough town centre and working with the Loughborough BID A recent event at John Storer House, Loughborough saw Police and the local BID discussing matters with retail staff and the benefits of shop watch and what work can be completed in order to reduce the number of thefts Officers have visited local stores with education on how to report and produce CCTV for such incidents and officers will be on patrol at appropriate locations as part of the patrol strategy Two persons have been arrested for a number of thefts around the town centre , both males were charged and remanded to court |
23 Jul 2024 | Reduce Anti social behaviour reported by residents across the local area in varying formats including car cruise meetings, noisy parties Response (23 Aug 2024)Operation Lexical has seen additional officers out on patrol, and in an effort to reduce the number of anti social behaviour reports in terms of noisy gatherings in the town centre. Police engaged with party goers late into the evening and appropriate advice was given in terms of the level of noise I am pleased to confirm that Police more recently have received fewer reports in what is termed car cruises on the A512, causing anti social behaviour by the manner of those driving. This is following the installation of a camera at the location recently installed which will assist with the enforcement and engagement with those behaving in such a manner |

This is following the installation of a camera at the location recently installed which will assist with the enforcement and engagement with those behaving in such a manner Update A community Protection warning has now been issued to the person of concern as detailed above and there is now consideration for a community warning notice to be issued for matters to be progressed further A number of youths have been stopped in the town centre following reports of anti social behaviour in the shopping area, details were taken and appropriate warnings given to the youths and their parents Whilst the camera on the A512 is in situ and we have continued to receive fewer reports this year of car cruises/ bad driving causing a nuisance, we have continued to receive sporadic reports and utilising the camera Police have issued further section 59 notices to the registered keepers Operation Lexical is currently in place and is seeing additional officers out on patrol both day and night, this is an operation that assists with receiving the student community to Loughborough, Police will engage with local residents and students offering advice around anti social behaviour / crime prevention and safety advice |

Persons have been charged with offences with a number of persons being remanded to prison It is pleasing to see that at this stage thefts of cycle remain in low numbers, and I am also pleased to state that a number of owners of previously stolen cycles have been re united with the cycle. Following a stop check of a vehicle 3 persons were arrested on suspicion of theft from stores whereby a significant value of alcohol had been stolen, the three persons were charged with handling stolen goods. |

There are further community protection warning notice to be served to a number of persons who continue to cause anti social behaviour in the town centre. Two youths have been identified as causing anti social behaviour in businesses within the town centre and interventions with the two young persons are ongoing as to appropriate disposals for the young persons Police have worked with trading standards for some time and in October a retail store was closed in the town centre following information about illegal cigarettes/vapes being sold, this clearly has an impact on the community and public safety. |
