The beat has a number of retail and industrial premises as well as a large agricultural community.

Senior Officer Details
David Sandall has served with Leicestershire Police since 1999, commencing his policing career from the old Asfordby Street and Charles Street Police stations in Leicester, following on from his dad and grandad in serving in Leicestershire Police as part of over 80 years family service.
David continued to work across Leicester and surrounding area as a Sergeant. He led teams as a Shift, Neighbourhood and Custody Sergeant, before moving into the investigative departments, as a Detective Sergeant and being promoted as a Leicester City Detective Inspector.
As a Detective Inspector David also led the Force Special Operations Unit, leading on covert policing and Serious and Organised Crime before being seconded to the United Kingdom Borders Agency, managing an East Midlands Regional Team tackling foreign national offending. On promotion to Chief Inspector in 2009 David worked as the crime lead across the County of Leicestershire and Rutland as part of the County North and South areas, before supporting the amalgamation into the Counties Basic Command Unit.
From 2012 to 2015 David took the lead for Safeguarding Investigations, significantly developing the response to vulnerable people and the investigation of Serious Crime. He was instrumental in the introduction of the co-located multi-agency Safeguarding, Child Abuse and Child Sexual Exploitation teams and the development of the investigative digital hub.
In 2015 David was promoted to Chief Superintendent as the Head of Crime and Intelligence. David has been engaged in broad variety of high profile serious and critical incidents and crimes that have sadly occurred in Leicestershire. David recently successfully completed a Master’s degree at Cambridge University, he is an accredited PIP4 and PIP3 Senior Investigating Officer, a Senior Identification Manager and is also an active Strategic and experienced Tactical Firearms Commander.
From January 2019 David is undertaking the Temporary position as the Protective Services, Assistant Chief Constable for Leicestershire Police. This portfolio has the lead for the East Midlands Regional Criminal Justice Service, East Midlands Operations Department and he leads in Leicestershire for Serious and Organised Crime, Offender Management, Safeguarding Investigations and as the senior LGBT lead.
Outside of work David lives in Leicestershire with his family. He enjoys sport and being outside with his active children. David manages a local children’s football team and is also a parent representative for a local scout group.
Julia Debenham joined Leicestershire Police in 1993 and has remained with the force ever since. Throughout her service, Julia has held a variety of roles throughout both ranks – both uniformed and non uniformed. More recently, Julia worked in collaborative roles within the East Midlands region where she held Chief officer responsibility for East Midlands Criminal Justice Service and East Midlands Specialist Operations Service.

He stayed in this role until April 2017, when he was appointed as the force’s Assistant Chief Constable. He has responsibility for local policing, crime and intelligence and public protection.
Outside of policing, Rob lives in Leicestershire with his family. He is a keen pilot, skier and has developed his construction skills while renovating a derelict property.

1 Apr 2024 | You told us there were issues of anti social behaviour at Moira Furnace, in particular in relation to off road bikes and drug taking / dealing. Response (28 May 2024)We aim to regularly patrol the area with the aim to reduce the off road bike issues and drug taking / dealing. We want to reassure local residents who have voiced their concerns, and update them on our patrolling and activities. We have held multiple Beat Surgery held with local residents to discuss issues. We are conducting regular patrols at Moira Furnace and engaging with anyone we find there, especially during evening hours when the site is closed. We have located several groups drinking at the site in the evenings and have educated them regarding the concerns and moved them from the site to prevent ASB. We are in regular contact with the staff at Moira Furness to keep them updated with what is happening and to assess how this issue is being effected by our efforts. |
1 Apr 2024 | You said there was an issue with drug taking / dealing in Oakthorpe and Donisthorpe. Response (28 May 2024)We will conduct extra patrols and target the drug activity using support from local residents. Our Local beat team attended a Parish Council meeting to discuss this issue. We have been Patrolling identified problem areas including the car park at the rear of School Street, Oakthorpe, Salterswood area car park, and Willesley Wood car park. If you have any other areas you think we should target please get in touch with a member of the beat team. Small quantity of Cannabis and paraphernalia recovered from the Moira area following these patrols. |
1 Apr 2024 | You asked us to tackle theft and attempt theft of vehicles in Moira and Donisthorpe. Response (28 May 2024)We will conduct extra patrols in the area to deter offending and to locate those responsible. We will provide local residents with the latest crime trend information and crime prevention advice. Our beat team have held Beat Surgery at Moira Furnace to discuss the issues with local residents. We have delivered Crime prevention advice and conducted visits with residents following recent attempt car thefts. We attended local Parish Council meetings to discuss the concerns raised. Our Neighbourhood team have been actively patrolling the areas previously identified as hotspots from crime recording data. North West Leicestershire has recently seen a dramatic reduction in reports of theft from motor vehicles. |
7 Jul 2024 | You have reported an on-going issue with off-road bikes causing safety issues and anti social behaviour in and around the specified areas. Response (18 Aug 2024)We intend to regularly patrol the areas with the aim to reduce the off road bike issues and associated anti social behaviour. We will take action where appropriate and in line with police powers. We aim to reassure local residents who have voiced their concerns, and provide updates on our patrolling and activities, as well as maintain contact with partners in the ASB team at NWLDC. As a result of information provided by you, we have attended a number of locations and spoke to witnesses. This has led to a person having been identified and relevant notice issued. |

Multiple speeding operations have been completed over the last couple of months with a large number of vehicles being checked. Of these, we are pleased to report that a minimal number were travelling over the speed limit. We will continue to complete checks to be a visible deterrent to speeding and dangerous road users. |
