David Sandall (Assistant Chief Constable)

David Sandall has served with Leicestershire Police since 1999, commencing his policing career from the old Asfordby Street and Charles Street Police stations in Leicester, following on from his dad and grandad in serving in Leicestershire Police as part of over 80 years family service.

David continued to work across Leicester and surrounding area as a Sergeant. He led teams as a Shift, Neighbourhood and Custody Sergeant, before moving into the investigative departments, as a Detective Sergeant and being promoted as a Leicester City Detective Inspector.

As a Detective Inspector David also led the Force Special Operations Unit, leading on covert policing and Serious and Organised Crime before being seconded to the United Kingdom Borders Agency, managing an East Midlands Regional Team tackling foreign national offending. On promotion to Chief Inspector in 2009 David worked as the crime lead across the County of Leicestershire and Rutland as part of the County North and South areas, before supporting the amalgamation into the Counties Basic Command Unit.

From 2012 to 2015 David took the lead for Safeguarding Investigations, significantly developing the response to vulnerable people and the investigation of Serious Crime. He was instrumental in the introduction of the co-located multi-agency Safeguarding, Child Abuse and Child Sexual Exploitation teams and the development of the investigative digital hub.

In 2015 David was promoted to Chief Superintendent as the Head of Crime and Intelligence. David has been engaged in broad variety of high profile serious and critical incidents and crimes that have sadly occurred in Leicestershire. David recently successfully completed a Master’s degree at Cambridge University, he is an accredited PIP4 and PIP3 Senior Investigating Officer, a Senior Identification Manager and is also an active Strategic and experienced Tactical Firearms Commander.

From January 2019 David is undertaking the Temporary position as the Protective Services, Assistant Chief Constable for Leicestershire Police. This portfolio has the lead for the East Midlands Regional Criminal Justice Service, East Midlands Operations Department and he leads in Leicestershire for Serious and Organised Crime, Offender Management, Safeguarding Investigations and as the senior LGBT lead.

Outside of work David lives in Leicestershire with his family. He enjoys sport and being outside with his active children. David manages a local children’s football team and is also a parent representative for a local scout group.

Julia Debenham (Assistant Chief Constable)

Julia Debenham joined Leicestershire Police in 1993 and has remained with the force ever since. Throughout her service, Julia has held a variety of roles throughout both ranks – both uniformed and non uniformed. More recently, Julia worked in collaborative roles within the East Midlands region where she held Chief officer responsibility for East Midlands Criminal Justice Service and East Midlands Specialist Operations Service.

Julia said “I feel immensely proud to be an Assistant Chief Constable in Leicestershire Police. I work with brilliant and dedicated people who achieve so much for the public. Often their efforts are not widely visible but their impact on people, often at a time of crisis, is hugely positive. It is a real privilege to live and work in our diverse communities in Leicester, Leicestershire and Rutland. Rob Nixon (Chief Constable)

Rob has served with Leicestershire Police for 25 years, beginning his policing career here in 1993.

In 2008 he was appointed as the head of the force’s Community Safety Bureau, which was responsible for the implementation of neighbourhood policing, tackling anti-social behaviour and offender management.

His next role, from 2009 to 2014, was as Chief Superintendent for the Leicester City Basic Command Unit. He led local policing for the area and worked with communities during two large scale English Defence League and Unite Against Fascism demonstrations. He was instrumental in the force’s response to disorder during August 2012.

Throughout 2014 and 2015 he was head of business change and developed Blueprint2020 – a programme designed to decide how to make significant savings and take the force into a new era of policing.

His next step was to become Temporary Assistant Chief Constable, working across Leicestershire, Northamptonshire and Nottinghamshire on collaborative projects such as the regional East midlands Operational Support Service and East Midlands Criminal Justice Service.

He stayed in this role until April 2017, when he was appointed as the force’s Assistant Chief Constable. He has responsibility for local policing, crime and intelligence and public protection.

Outside of policing, Rob lives in Leicestershire with his family. He is a keen pilot, skier and has developed his construction skills while renovating a derelict property.

You’ve told us through surveys and local engagements that there are issues around drug use and supply at various locations across the beat, and the associated Anti-Social Behaviour.

Response (18 May 2024)

The team have issued warning letters to children who have been causing ASB on Braunstone Park - we will begin to take the next step with those still causing issues.

We have evicted two people from two problem addresses with the council.

We have worked with the council to win a court case to close an address that was causing numerous ASB issues - we are waiting for the court to issue the closure date.

PCSOs have carried out daily patrols of our ASB hotspots.

We have been developing intelligence regarding drug supply at key addresses so that we can apply for warrants from the court.

We have been dealing with an on-going issue at Odam Close regarding ASB/neighbour disputes. Work will continue regarding this and we are working with the council.

A youth who was causing numerous issues at Fulhurst School has pled guilty at court after denying the offence in interview. The youth will not be prosecuted but will receive an out of court disposal. This can be more beneficial as support and education can be put into place.

We are working with the council ASB team regarding an on-going neighbour dispute on Pilkington Road.

The beat team are continuing to tackle Anti-social Behaviour-ASB in the area of Braunstone Park. At this time we have seen an increase in youths with face coverings throwing eggs and other items at passing vehicles particularly on Cort Crescent.
We have increased patrols in the area as a result and sought assistance from our wider Neighbourhood Policing Colleagues and response Teams. We are working closely with local shops and Council CCTV to identify these responsible.
Once the persons are identified they will be dealt with in line with any Criminal and Anti-social Behavior laws and powers available to police and partner agencies and legal action may even be taken against their parents.

Since this priority was introduced the Beat Team and our colleagues from other policing departments have been increasing patrols and using our Stop Search Powers where appropriate.
We have been using social media to highlight the issue and
2 people have been arrested recently who are involved in this type of crime and although they were located elsewhere they have been known to frequent this area too.
We have dedicated patrols in the area and we have been working with the local shops recently due to shoplifting and there seems to be some deterrence as a result.
We are pleased to announce that there has been a significant reduction in this type of vehicle crime in the past 3 weeks, but as always we will continue with our efforts to identify those who are willing to commit this crime and present them before the courts where we can.

This priority was retained due to the amount of people who have indicted this to still be one of the main priorities and their concerns.
So lets just carry on where we left off.
An address linked to Drugs at Chesterton Walk has now officially been taken back by Leicester City Council and the tenant has moved out.
There were concerns raised and intelligence supported possible Cuckooing of an address on Imperial Avenue. Police responded quickly and 2 females were located inside who do not reside there. 1 was arrested as she was wanted by the courts. Within days of that taking place Police again visited the address but this time to execute a Search Warrant and whilst nothing evidential was found at that time this address will be subject of ongoing scrutiny and enforcement. Intelligence has been submitted and our key partners have been informed.
You Said there was a Cannabis Factory on Lavender Road.
We did apply to the courts and obtain a Search warrant.
We are pleased to say this address is no longer a Cannabis Factory and the person arrested from within is currently on remand in HMP where they will be facing Sentence at Crown Court in November.

The beat team are continuing to tackle Anti-social Behaviour-ASB in the area of Braunstone Park. At this time we are still seeing youths with face coverings throwing eggs and other items at passing vehicles particularly on Cort Crescent and now on near to the underpass at Gallards Hill.
We have dedicated patrols in the area as a result and have sought assistance from our wider Neighbourhood Policing Colleagues and response Teams. We are working closely with local shops and Council CCTV to identify those responsible.
As an update I can say that 2 youths have been dealt with for causing Criminal Damage at Winstanley House and have been issued Community Resolutions as well as Anti-social behaviour warning letters. Their parents have also been advised that ongoing issues may result in sanctions on them if they cannot control their children's behaviour.

Since this priority was introduced the Beat Team and our colleagues from other policing departments have been increasing patrols and using our Stop Search Powers where appropriate.
We had 19 reported crimes in September alone regarding this issue and we are pleased to say that this has slowed significantly to just 4 crimes reported in November.

We continue using social media to highlight the issue and will continue with our hot-spot patrols in the area to deter and apprehend those who think they can break into people's cars and take what they want.
Remember, the simple things can make a difference. Make sure you lock your vehicle and don't leave valuables on display, making you the next target.

This priority was retained due to the amount of people who have indicted this to still be one of the main priorities and their concerns. So lets just carry on where we left off.

PC Chelsea has recently arrested a male concerned in the supply of Class A drugs from an address on the beat. This person was charged with possession of an offensive weapon and possession of Class B - Cannabis. He is back in HMP as a result.

PCSO Beth, along with assistance from a PCSO on a neighbouring beat, located a cannabis grow on Wolverton Road. Once it was made safe by partner agencies, PCs George, Chelsea, Ryan and response officers seized all plants and equipment. The investigation is continuing.

Sgt Graeme is due in court on 11th December for a Possession Hearing. The tenant of an address on the Blackmore Drive estate has been the subject of a lengthy investigation between Police and Leicester City Council Community Safety Team after years of Drug related anti-social behaviour at the address and we will update you further next month once the result of the court hearing is known.
