The Ashby neighbourhood area has a number residential and business areas, schools and tourists attractions scattered across the area.

David Sandall (Assistant Chief Constable)

David Sandall has served with Leicestershire Police since 1999, commencing his policing career from the old Asfordby Street and Charles Street Police stations in Leicester, following on from his dad and grandad in serving in Leicestershire Police as part of over 80 years family service.

David continued to work across Leicester and surrounding area as a Sergeant. He led teams as a Shift, Neighbourhood and Custody Sergeant, before moving into the investigative departments, as a Detective Sergeant and being promoted as a Leicester City Detective Inspector.

As a Detective Inspector David also led the Force Special Operations Unit, leading on covert policing and Serious and Organised Crime before being seconded to the United Kingdom Borders Agency, managing an East Midlands Regional Team tackling foreign national offending. On promotion to Chief Inspector in 2009 David worked as the crime lead across the County of Leicestershire and Rutland as part of the County North and South areas, before supporting the amalgamation into the Counties Basic Command Unit.

From 2012 to 2015 David took the lead for Safeguarding Investigations, significantly developing the response to vulnerable people and the investigation of Serious Crime. He was instrumental in the introduction of the co-located multi-agency Safeguarding, Child Abuse and Child Sexual Exploitation teams and the development of the investigative digital hub.

In 2015 David was promoted to Chief Superintendent as the Head of Crime and Intelligence. David has been engaged in broad variety of high profile serious and critical incidents and crimes that have sadly occurred in Leicestershire. David recently successfully completed a Master’s degree at Cambridge University, he is an accredited PIP4 and PIP3 Senior Investigating Officer, a Senior Identification Manager and is also an active Strategic and experienced Tactical Firearms Commander.

From January 2019 David is undertaking the Temporary position as the Protective Services, Assistant Chief Constable for Leicestershire Police. This portfolio has the lead for the East Midlands Regional Criminal Justice Service, East Midlands Operations Department and he leads in Leicestershire for Serious and Organised Crime, Offender Management, Safeguarding Investigations and as the senior LGBT lead.

Outside of work David lives in Leicestershire with his family. He enjoys sport and being outside with his active children. David manages a local children’s football team and is also a parent representative for a local scout group.

Julia Debenham (Assistant Chief Constable)

Julia Debenham joined Leicestershire Police in 1993 and has remained with the force ever since. Throughout her service, Julia has held a variety of roles throughout both ranks – both uniformed and non uniformed. More recently, Julia worked in collaborative roles within the East Midlands region where she held Chief officer responsibility for East Midlands Criminal Justice Service and East Midlands Specialist Operations Service.

Julia said “I feel immensely proud to be an Assistant Chief Constable in Leicestershire Police. I work with brilliant and dedicated people who achieve so much for the public. Often their efforts are not widely visible but their impact on people, often at a time of crisis, is hugely positive. It is a real privilege to live and work in our diverse communities in Leicester, Leicestershire and Rutland. Rob has served with Leicestershire Police for 25 years, beginning his policing career here in 1993.

In 2008 he was appointed as the head of the force’s Community Safety Bureau, which was responsible for the implementation of neighbourhood policing, tackling anti-social behaviour and offender management.

His next role, from 2009 to 2014, was as Chief Superintendent for the Leicester City Basic Command Unit. He led local policing for the area and worked with communities during two large scale English Defence League and Unite Against Fascism demonstrations. He was instrumental in the force’s response to disorder during August 2012.

Throughout 2014 and 2015 he was head of business change and developed Blueprint2020 – a programme designed to decide how to make significant savings and take the force into a new era of policing.

His next step was to become Temporary Assistant Chief Constable, working across Leicestershire, Northamptonshire and Nottinghamshire on collaborative projects such as the regional East midlands Operational Support Service and East Midlands Criminal Justice Service.

He stayed in this role until April 2017, when he was appointed as the force’s Assistant Chief Constable. He has responsibility for local policing, crime and intelligence and public protection.

Outside of policing, Rob lives in Leicestershire with his family. He is a keen pilot, skier and has developed his construction skills while renovating a derelict property.

You told us there was an issue with drug misuse in Ashby town centre.

Response (28 May 2024)

We will aim to -

1. Reduce instances drug taking / dealing in public spaces around Ashby Town centre.
2. Reassure local residents who have voiced their concerns over regular incidents of drug related activity.
3. Encourage support from the community, so the Police patrols can be better targeted at the right locations.

We have:

Increased patrols by our Neighbourhood beat teams in the designated areas with a view to disrupting and reducing this activity. We will use stop and search powers under the Misuse of Drugs Act to identify and take action against offenders.

Patrols are conducted at varying times in both marked and plain vehicles so intelligence gathering capability is not negatively impacted.

We are regularly adding additional patrol locations based on information from members of the public. We want to encourage you to tell us where you think we need to be to tackle this issue.

Our primary patrol locations currently include the areas of the Bath Grounds including Prior Park Road, Hood Park around the skate park.

We recently received information suggesting someone is dealing Cannabis and vapes near Ivanhoe School so we have targeted our patrols especially around school closing times to make sure this does not continue.

We will aim to -

We have: Understood that residential burglary and vehicle crime are crimes that resonates with communities and we recognise that acquisitive crime of this nature has a significant impact on the community. Our response directly influences victim and community confidence.

As a result of this the Beat Team are using weekly crime trend data to prioritise our patrols in targeted areas.

We are visiting locations affected and liaising directly with residents to make them aware of any emerging trends. During visits we also give crime prevention advice on an individual basis. The public response to this has been very positive.

We are publishing the data in the form of a crime trend document on Force social media and Neighbourhood Link.
Crime alerts and advice are being sent out on Neighbourhood Link about recent acquisitive crime. If you are not on the Neighbourhood Link and would like to be then please ask a member of our beat team to add you to the mailing list and we would be happy to do so.

Recently a local series of Theft from Motor vehicle offences were identified in the Ashby area. Police enquiries have resulted in a suspect being arrested.

This month Theft from motor vehicle offences across North West Leicestershire have been reduced dramatically by over 50% compared to last month.

We will aim to -

Reduce ASB throughout ASHBY DE LA ZOUCH area specifically targeting the opens spaces of HOOD PARK, WESTERN PARK and RIDGEWAY PARK area.

Take positive action against those causing ASB.
The local community always raise ASB as a primary concern and it is also a government priority.
Use weekly threat data to conduct ASB patrols particularly in the evening and weekends to disrupt and degrade such activity.

We have -

Attended reports regarding vehicles causing ASB on North Street car park in Ashby. Vehicles are purportedly congregating on the car park on Friday and Saturday evenings after 2300 hours and performing high speed turns and doughnut manoeuvres. We will continue to target this concern.

We have conducted Beat Surgeries at Prior Park Community Centre to discuss issues such as open space ASB with local residents.

Our Neighbourhood beat Teams are regularly conducting patrols on the three parks identified as the main locations involved - Hood Park, Western park and Ridgeway Park.

We received Anti social behaviour reports involving vehicles at Tesco car park Ashby. We attended and have generated an ongoing ASB report where we will continue to record vehicles involved and take action against the drivers.

Recently during Op Sceptre week - Police action to reduce knife crime and public awareness. Our Beat team PCSO's conducted Knife sweeps at Hood Park, The Bath Grounds and Western Park.

We will aim to reduce acquisitive crime in your community.

Our Beat Team will utilise crime trend data to prioritise their patrols in targeted areas and increase awareness in the community.

We will also harden targets through expedient Acquisitive Crime Alerts, personal visits and bespoke crime prevention advice to make it less likely you will be a victim of crime in future.

We have been sending out dozens of specifically targeted Neighbourhood Link posts to those signed up to NHL regarding recent burglary offences in your area. We have been signing up hundreds of new NHL members so that more of you can benefit from these kind of updates.

Our Neighbourhood team have been assisting response officers and CID Detectives by completing enhanced house to house crime prevention in the area of acquisitive offences like burglaries to try and maximise our chances of catching those responsible and to help people improve their home security and prevent future offences from being committed.

You asked us to target anti social behaviour often including drug use in open spaces like Hood Park, The Bath Grounds and Ashby allotments.

This is a hybrid of two previous priorities that officers found frequently overlapped. Lots of work has been completed on this but this is something we want to continue to have an impact on.

We want to reduce instances of ASB & drug related activity in the parks in and around Ashby Town and reassure local residents who have voiced their concerns over incidents of such activity.

If you are effected by this kind of behaviour please contact the beat team and let us know what issues you are experiencing so we can target our patrols.

So far we have been made aware of some anti social behaviour and criminal damage being caused in the Willesley Gardens and Ashby allotments area. We have been conducting regular patrols in these areas and engaging with residents and plot holders. The Beat team are working with the Ashby allotments association to target our patrols in the area and improve the security of the site.

We have also been patrolling the local parks, especially in the early evenings with the light nights during summer. Our team have been using stop and search powers to locate and seize cannabis from local young people on Hood Park.

We have continued to receive reports of anti social behaviour relating to people in vehicles and riding on e - scooters. Section 59 Warnings have been issued for this.

To help reduce the issue of under age drinking on the parks we carried out an alcohol test purchasing operation mainly focusing on shops and bars in and around Market St, Ashby. Those who failed the test purchase have been dealt with for the offence of selling alcohol to someone aged under 18, have had licencing informed and have been provided with educational support.

We will take action to promote road safety in your community. We will work with specialist departments within our organisation as well as partner agencies to record and enforce speeding.

We will conduct traffic enforcement operations to target Fatal 4traffic offences which are the main cause of fatalities on the roads.

We will promote the Share the road Scheme to encourage more awareness from road users.

We have had the Speed camera van deployed to multiple locations across the beat.

We have been working with local companies following complaints regarding HGVs parking and waiting to unload at various locations causing obstruction.

We have been out with our own speed gun and conducted speed checks in several identified problem areas.

We want to reduce instances of ASB involving drug related activity and criminal damage in this area
and support local residents who have voiced their concerns over incidents of such activity.

We will work with partner agencies to see what environmental factors could help reduce this issue. CCTV, lighting, signage options will be explored.

We will target our patrols in this area and take action against anyone found to be in possession of drugs or causing damage.

We will also look to divert people from socialising in this area and redirect them to alternative more appropriate activities.

Our crime pattern data shows that there has been a recent increase in thefts from vehicles and theft of vehicles from residential housing estates across the beat.

With the darker nights coming we will priorities crime prevention and patrols in these areas to try and help reduce the risk of you being victim of this type of crime.

We will offer you crime prevention advise regarding vehicle crime. We would also be happy to visit you at home and conduct a bespoke crime prevention assessment if you would like one.
