E-Scooters.

We have taken strong action to deal with this issue. More than 40 Section?59 warning notices have been given for careless or antisocial driving, over 30 e?scooters have been seized, and more than 60 Traffic Offence Reports (TOR) have been issued. A Section?59 warning is a formal notice given when a vehicle is used in a way that is careless, inconsiderate, or causes alarm, distress, or annoyance. The warning lasts for 12 months, and if the same person or vehicle behaves in the same way again, the police can seize the vehicle. A TOR is a formal report given when a road traffic law has been broken. It can lead to a fine, points on a driving licence, or a driver awareness course, depending on the offence.

Your local beat officers have also been out on the streets with speed guns in areas where residents have reported speeding. This helps us check how fast people are driving and deal with anyone who is not following the rules.

New CCTV cameras are being installed in Rochester High Street. These will help us spot crime more quickly and make it easier to prevent, detect, and solve problems in busy local areas.

Antisocial behaviour.

We have taken strong action to deal with these issues. More than five Public Spaces Protection Orders have been issued for street drinking. A Public Spaces Protection Order is a legal order made by the local council to stop behaviour that is having a harmful effect on the community. We have also given 19 Community Protection Warnings, which led to four Community Protection Notices being issued. A Community Protection Notice is a legal notice given to someone whose behaviour is causing ongoing problems for others. It requires them to stop the behaviour or take steps to prevent it happening again. In addition, seven people have been charged in court for antisocial behaviour linked to the High Street.

Our officers have taken a supportive but firm approach to help reduce homelessness in Rochester. We are working closely with partner agencies and support services to make sure people are offered help, including routes into accommodation and support to overcome any issues stopping them from getting assistance. When support has been refused, officers have taken strong action to deal with any antisocial behaviour linked to that behaviour. This balanced approach has helped reduce visible homelessness and incidents of begging. We will keep working with those who still need help and are not yet ready to be housed. New CCTV cameras are also being installed in Rochester High Street. These cameras will help us prevent crime, spot issues sooner, and deal with problems more quickly in local hot?spot areas.

Fly-tipping.

To tackle this, we carried out two joint operations with the Environmental Enforcement Agency. During these operations, 18 vehicles and businesses were stopped and checked. This led to follow up action being taken, including fines where needed. We will continue working with our partners to reduce fly tipping and keep the area clean and safe.

Road safety.

Medway Community Safety Unit carried out a three‑day operation to tackle illegal bikes and unsafe road use. During the operation, 30 vehicles were taken off roads and footpaths, including e‑scooters, pit bikes and Surron bikes. E‑scooters are also regularly seized during daily patrols.

Officers also issued Section 59 warnings for antisocial driving. A Section 59 warning is used when a vehicle is driven in a way that causes alarm, distress or annoyance. If the behaviour continues, the vehicle can be seized.

Recent activity has led to 10 e‑scooters being seized. Riders have been given warnings for antisocial behaviour, and enforcement action has been taken, including fines and tickets for offences such as running red lights, ignoring road signs and driving without insurance or a valid licence.

Fly tipping.

We have worked with the council and environmental enforcement teams to tackle fly‑tipping.

Action has been taken to clear waste, and enforcement notices have been issued to those responsible. This remains an ongoing issue, and the council continues to monitor and take further action where needed.

Nuisance motorcycles.

Officers are continuing high‑visibility patrols in areas of concern to identify those involved in nuisance motorbike use and to prevent antisocial behaviour.
