Priorities
24 Apr 2024 | Anti-social behaviour (ASB) is any conduct that has caused or is likely to cause harassment, alarm or distress to any person. It comes in many forms of behaviour, from mild annoyance to overwhelming fear and insecurity. Incidents may be isolated or within a pattern of behaviour, and ASB can have a devastating effect on the lives of people and their communities. Depending on the nature of the behaviour, it can be dealt with by the Police or the antisocial behaviour team at your local council. Response (24 Apr 2024)The Neighbourhood Policing Team have focused attention on youths causing anti-social behaviour within the community. Our priority is to identify the youths responsible to steer them away from criminality, towards positive life choices. This is achieved by working with partner agencies, working with schools, and visiting parents/carers. ASB referrals to Safer Neighbourhoods: When youths involved in local ASB have been identified, we refer them to the ASB Panel ran by North Lincolnshire Council’s Safer Neighbourhoods team. The ASB Panel look at early intervention, by making parents aware of their child’s behaviour through a staged approach of warning letter, visits and referrals. This gives individuals the opportunity to change their behaviour before enforcement begins. Even though referrals to the ASB Panel might be linked to your child’s behaviour, through partnership working we feed this back to ONGO and Sanctuary Housing, which may result in your tenancy being at risk. Community Protection Warnings (CPW) & Notices (CPN): CPN’s are an escalation from the ASB Panel. A community protection notice (CPN) can be issued against a persistent antisocial behaviour perpetrator, and the failure to comply can lead to sanctions. CPNs can be issued by a local authority, the police, or a registered provider of social housing. The Barton Neighbourhood Policing Team will issue a CPW if they believe somebody’s behaviour is having a detrimental impact on the local community. The officer will monitor the situation to see if the behaviour stops. If it does, no further action will be taken, however there’s evidence to show the behaviour is continuing, a CPN will be issued. Breaching a CPN is a criminal offence and will result in the individual being arrested to appear at Court, where they would be liable of a fine up to £2,500. |

This is behaviour that has caused or is likely to cause harassment, alarm or distress to an individual. Response (8 Sep 2024)The neighbourhood team have been targeting patrols in the hotspot locations around Winterton. Work has been done with Safer Neighbourhoods to improve CCTV coverage in hotspot locations, as well as putting in referrals to the ASB panel where necessary. |
1 Aug 2024 | Nuisance motorbikes driving dangerously and in an Anti-Social manner around the ward area, including Winterton and the Skippingdale estate. Response (8 Sep 2024)Regular patrols have been done in the area to identify VRMs of the bikes causing problems. Op yellowfin (ASB nuisance motorbikes) have also conducted patrols in hotspot areas to deal with offenders |
