Central Bournemouth is bright, vibrant and multicultural, and covers Landsowne, the town centre and Westbourne and Wescliff areas. These include large residential areas, a busy retail infrastructure including an active night time economy and beaches that have won several Blue Flag awards. It has a number of faith establishments, language schools, a large student population and a major international centre which holds events and conferences.

It has a population that increases substantially when visitors and workers are taken into account, which swells through major events, including the Bournemouth air festival for example, and due to this, central ward has a large population of hotels and guest houses catering for the visitors.

The ethos of policing in Central Bournemouth is one of high visibility patrols to help make the town a safer place to live and visit, with a strong emphasis on partnership collaboration. We have formed a dynamic, proactive working partnership with a wide variety of agencies including but not limited to street services, housing, drug and outreach teams, in order to tackle the issues of street drinking, drug misuse and related anti-social behaviour. We are part of the homelessness reduction strategy led by the local authority.

It is important that the community has a voice and one of our main responsibilities is to engage, listen to and respond appropriately to concerns raised by anyone living, working or visiting the area. We remain focused on intelligence-led policing, using information and crime pattern analysis to direct our patrolling officers, while reducing crime in the area and increasing the number of offenders brought to justice.

It is also important to us that the public are updated with any relevant actions taken. We will focus on achieving resolution with satisfactory outcomes and then report back to our community.

Priorities

Support to local businesses to tackle theft, violence towards staff and Criminal Exploitation

Identified through crime recording and linked to local priorities raised by local businesses and other parties. Criminal exploitation is a type of Modern Slavery. It refers to the exploitation of a person for the purpose of criminality and where victims are forced to perform a wide range of unlawful acts. This may include acquisitive crime such as shoplifting which has an impact on local businesses and the high street.  Shoplifters have used violence towards retail staff – many of whom are young people.  We will work with BCP council to obtain Civil and criminal orders on our most prolific offenders to prevent them being in the area and to seek to reduce their opportunities to steal whilst supporting them out of addiction or exploitation.  We will do this is partnership with the Business Improvement District (BID) who will provide the impact statements to support action against the most prolific offenders and exploitation gangs so we work together to reduce instances of theft and make the high street feel safer for visitors, retailers and the wider community.

Drugs & Drug Dealing

Raised by the Community through the Local Priority Surveys.  This issue can be linked to all other crimes and ASB in the area, and therefore causes harm not only to the individual but also to the wider community. We will work with our partners to identify how we can best tackle drug and alcohol misuse; reviewing and learning from our experience; assisting our specialist teams with warrants to target those dealing drugs and working with the Safer Schools teams to deliver advice and support in schools on this issue.  We run dedicated operations in key areas to target drug dealers and users – Operation Viper tackles County Lines Drug gangs and Operation Searchlight targets overt street drug dealing.  We also focus on the use of Nitrous Oxide (NOS) and will continue to work with BCP Trading Standards close any premises linked to the supply of NOS for this purpose.

Homelessness & Begging

Raised by the Community through the Local Priority Surveys. This was the main issue of concern to the community; whilst it can be linked to other crimes and ASB in the area, the main aim of the Town Team approach on homelessness and Begging is supportive and to work with individuals to support them into housing and care.  We will work with our partners through targeted morning patrols, referral for support to relevant agencies – We Are With You, St Mungos, Health Bus etc. and through our inclusion on the Homelessness Multi-Disciplinary Team (MDT) which includes health and mental health partners.  We run dedicated operations in key areas to target aggressive begging or begging in car parks.  Recent issues have included sitting by cash points, approaching people in car parks to ask for petrol money and hassling people in the gardens.  If you witness any of these activities please contact us with information, speak to an officer, PCSO, CSAS or Town Ranger when you see them.  Supporting local people off the streets has just got easier with the launch of the first contactless donation ‘giving’ points installed across Bournemouth and Poole
