To ask the Secretary of State for Transport, whether his Department has incorporated the changes required under EU Directives 2014/45/EU and 2014/47/EU into the draft heavy goods vehicle inspection manual.

Answer
The May 2018 draft heavy goods vehicle inspection manual incorporates the changes required by Directive 2014/45/EU, as do the draft public service vehicle manual, and the draft MOT inspection manual for classes 3, 4, 5 & 7.
Directive 2014/47/EU, which is relevant to roadside inspection and the categorisation of defects, is currently being amended to incorporate the changes to this directive.
