Answer
The Higher Education Statistics Agency (HESA) collects and publishes statistics on students enrolled at UK Higher Education Institutions (HEI) in the annual Statistical First Release (SFR) “Enrolments and Qualifications in Higher Education”, which is available at the following link: https://hesa.ac.uk/sfr224.
The number of English-domiciled students studying at Welsh, Scottish, and Northern Irish HEIs is presented in the following table:

The step increase in the number of English enrolments at Northern Irish HEIs in 2014/15 is a result of the University of Ulster running business programmes at its London and Birmingham campuses.
Information on students enrolled at Further Education Institutions in different UK countries is not collected by HESA and is available from the respective administrations.
