To ask Mr Chancellor of the Exchequer, what assessment he has made of the implications for his policies of the finding of the Bank of England's Financial Stability Report of July 2015 regarding growth in buy-to-let mortgage lending and the potential risk to financial stability posed by such trends.

Answer

The July 2015 Financial Stability Report notes that buy-to-let mortgage lending now accounts for 15% of the stock of outstanding mortgages. The Financial Policy Committee have stated that they will continue to monitor this sector closely. In 2015, HM Treasury will publish a consultation on buy-to-let mortgage lending. The consultation will seek to build an in-depth evidence base on how the UK buy-to-let housing market may carry risks to financial stability.
