Answer
Funding for mental health services is not allocated per constituency.
The estimated expenditure on mental health services by primary care trusts (PCTs) in England between 2008/09 and 2012/13 is set out in the following table:

Total National Health Service spending on mental health services in 2013/14 was estimated at around £11.4 billion and planned spend for 2014/15 was estimated at around £11.7 billion.
The Department does not hold information on all spending on health infrastructure for the York Central constituency. However, we have been informed by NHS England that the Vale of York Clinical Commissioning Group has recently invested £2.9 million to redevelop Bootham Park Hospital which will see improvements to Cherry Tree House Unit.
