PARLIAMENTARY WRITTEN QUESTION

To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of the adequacy of current planning guidance and national planning rules in enabling local planning authorities to consider the cumulative impact of multiple (a) existing, (b) pending, and (c) anticipated housing applications within the same local area on (i) highways capacity, (ii) drainage, (iii) local infrastructure, (iv) access to essential services and (v) other areas when determining individual proposals; whether he plans to review planning policy; and if he will make it his policy to ensure that developer contributions can be secured to mitigate combined impacts.

Between 16 December 2025 and 10 March 2026, we consulted on a new National Planning Policy Framework. The consultation on the revised framework, which can be found on gov.uk here, included proposals relating to the planning of housing, transport, drainage, the provision of infrastructure and developer contributions.

We are currently analysing the feedback received and will publish our response in due course.
