Answer
No comparative assessment has been made. Adult social care is a devolved matter.
On 7 September 2022, the Government announced £5.4 billion over 3 years for Adult Social Care. This includes over £3.6 billion to reform the social care charging system and enable all local authorities to move towards paying providers a fair rate for care. It also includes over £1.7 billion for major improvements across the social care system in England, including at least £500 million investment in the workforce.
The Government is committed to ensuring that wider funding allocations for councils are based on an up-to-date assessment of their needs and resources. The Government will work closely with local partners and take stock of the challenges and opportunities they face, before consulting on any potential funding reform.
