Trends in the number of new Education, Health and Care (EHC) plans in England are published in the annual ‘Statements of SEN and EHC plans’ statistical release which can be found here: https://www.gov.uk/government/statistics/statements-of-sen-and-ehc-plans-england-2018.
The information is not held centrally, regarding constituency level or the whole of the UK. Figures are collected for each local authority in England.
