WESTMINSTER COUNCIL CONTINUING GRANT ISSUES (16 May 1994)
Motion Details
That this House is appalled by the gerrymandering and abuse of public funds that have come to light in Westminster Council; notes that the gerrymandering was carried out in large part at the expense of the homeless; notes the Department of Environment's role in abusing grant allocation by awarding money far in excess of justified levels in order to suppress tax levels in the City; and believes that the worst aspects of this behaviour have continued right up to this year's financial settlement and is most clearly highlighted by the allocation of ú4.2 million to Westminster to provide for the needs of the homeless, a grant allocation lobbied for by the council well above any intended spending level and paid for at the expense of other councils supposedly to deal with problems created in large part by the council's own policies.
