PARLIAMENTARY EARLY DAY MOTION
PROVISION OF PUBLIC CONVENIENCES (11 November 1992)

That this House notes the importance of proper provision of public conveniences, particularly in regards to the needs of women, elderly people, carers, disabled people, public-transport users, homeless people, incontinent people and those with children; notes that under section 87 of the Public Health Act 1936 local authorities have a discretionary power to provide public toilets but are under no statutory obligation to do so; notes that under section 3, Part C, councils may charge for the use of any such conveniences other than urinals as they think fit; further notes that the effect of this legislation is that women have effectively less access to toilet facilities, although their need is often greater and that women have to pay for a service for which men do not; and instructs Her Majesty's Government to require local authorities to provide an adequate number of public conveniences, with equal access for all, and to incorporate information relevant to the provision of public conveniences in the Citizen's Charter.
