DEATH PENALTY IN JAMAICA (11 November 1992)

Motion Details

That this House notes the Jamaican Minister of National Security has recently announced his intention to resume executions for the first time in nearly five years; further notes that the 270 people awaiting execution have been held in appalling conditions on Death Row for up to 15 years and that many were convicted on the basis of slender evidence after trials at which they were inadequately represented; recalls that as long ago as 1981 a report commissioned by the Jamaican Government concluded that the 'death as a penalty for murder should be abolished'; calls on Her Majesty' Government and the governments of the EC to suspend aid commitments to Jamaica if the executions resume; and appeals to the Govenrment and people of Jamaica to think again if they wish to enjoy the respect of civilised peoples.
