PARLIAMENTARY EARLY DAY MOTION
WHEEL-CLAMPING ON PRIVATE LAND (23 February 1993)

That this House notes that the Home Office have published a consultation paper on wheel-clamping on private land; regrets that this slim document has been so long delayed; notes that the widespread abuse, intimidation and extortion of motorists by dubious firms has been well catalogued by several honourable Members; recognises that the simplest methods of eliminating these dangers is to endorse option F by outlawing all wheel-clamping on private land so that citizens can have immediate recourse to the police to curb these scoundrels of the enterprise culture who inveigle motorists onto deserted land, clamp their vehicles and extort large sums of money, often late in the evening, for their release; and urge the Home Office to act as rapidly as the consultation process which they have instituted allows by providing legislation to implement option F.
