PARLIAMENTARY EARLY DAY MOTION
WESSEX REGIONAL HEALTH AUTHORITY RISP PROJECT (No. 1) (15 March 1993)
Motion Details
That this House notes the conclusion of the district auditor regarding the Wessex RISP project that "CSL had an unacceptable conflict of interest and its advice seems more concerned with promoting its commercial interests, than protecting the interests of its client, the Regional Health Authority"and that "at its lowest the advice given by CSL was negligent and that at worst, it was knowingly or recklessly intended to promote its own interests and those of its subsidiary WIS"; further notes that the Regional Health Authority has good prospects of recovering sums paid to CSL and WIS under contracts which were beyond the powers of the authority and/or unauthorised, and which resulted in WIS being paid for work which was not needed by, and in respect of which no benefit accrued to, the Regional Health Authority and that, subject to confirmation, it would seem likely that WIS/CFM received overpayments under the contract in the region of ú1,000,000.
