PARLIAMENTARY EARLY DAY MOTION
COMMUNITY HEALTH PARTNERSHIPS AND NHS PROPERTY SERVICES (4 December 2017)
Motion Details
That this House notes that Community Health Partnerships recently ended its facilities management contract with NHS Property Services and is now undertaking a tender exercise to find a new provider; expresses concern at the considerable uncertainty this has created for the 590 staff working for NHS Property Services who are now likely to transfer out of the NHS to a private provider; notes that this group of staff, who provide vital support services in primary care buildings across England, have been through significant organisational change in recent years, particularly as a result of the Health and Social Care Act 2012, and that this latest move will have a further detrimental impact on workforce morale; further notes that the tendering approach runs contrary to the recommendation in the recent Naylor Report to Government, which called for the establishment of a new central national property organisation that would see NHS Property Services and Community Health Partnerships merged to provide a comprehensive estates and facilities service to the NHS; considers therefore that conducting this tendering exercise prior to such a merger constitutes a misuse of NHS resources at a time when the service is under severe funding pressure; and calls on the Government to intervene to abandon this tendering exercise for a facilities management provider.
