PARLIAMENTARY EARLY DAY MOTION
REVIEW OF EMPLOYMENT STATUS (5 September 2016)

Motion Details

That this House notes with concern the growing casualisation of the labour market, and in particular the unwarranted blanket use of zero-hours contracts by highly profitable companies, such as Sports Direct, as well the bogus self-employment model adopted by companies, such as Deliveroo, Hermes and Uber, that undermine legal obligations in respect of holiday pay, sick pay and the National Minimum Wage; further notes that, in October 2014, the then Coalition Government launched a much-needed and long-overdue review of employment status, including a review of the definitions of employee, worker and self-employed; notes that the review was concluded by July 2015, since when Ministers have been considering its findings; believes that the Government needs to ensure that the legal framework around employment status protects vulnerable workers against exploitation and unreasonable treatment; regrets the inordinate delay in progressing and acting on the review of employment status; and calls on the Secretary of State for Business, Energy and Industrial Strategy to publish the findings and recommendations of the review of employment status as a matter of urgency.
