at end add `but believes that such a Commission must not be used as an excuse to avoid the current problems of excessive Government cuts and the issues of a recruitment freeze, pay, pensions, conditions of service, promotion opportunities and the application of Rule A19 being experienced by existing officers and those wishing to join the service, all of which must be addressed urgently by the present Government.'.
