PARLIAMENTARY EARLY DAY MOTION
RESTRAINT IN SECURE TRAINING CENTRES (17 June 2007)
Motion Details
That this House notes with regret the changes put forward by the Government in Statutory Instrument 1709 to the regime of restraint of young offenders in privately-run secure training centres; expresses particular concerns about the proposal to allow staff to use for general disciplinary purposes techniques that are currently only used to protect young offenders from harming themselves or others or escaping; further expresses concern about the tabling of these changes at a time when there are still reviews pending of the use of restraint; notes the high level of use of restraint currently; and calls on the Government to withdraw the proposals.
