HEALTH SERVICE PRIORITIES (17 December 1998)

Motion Details

That this House urges the Government to acknowledge that some form of rationing is increasingly an integral part of the Health Service, that at present drugs, surgery and other health care services are subject to rationing in one form or another and that the Government's plans to reorganise the Health Service are based upon the premise of covertly transferring decisions about rationing from politicians to clinicians and general practitioners; further deplores the categorical denial of the Health Minister, the honourable Member for Dulwich and West Norwood, that rationing exists; and calls upon Her Majesty's Government to enter into a mature debate about the capacity and priorities of the Health Service.
