Dr Keith Davies, Dr Stephanie Matthews and Lifecare Advanced Medical Ltd (14 February 1990)
Motion Details
That this House notes with great concern that Dr Keith Davies, a top grade biochemist at the University of Wales Hospital, Cardiff and Dr Stephanie Matthews, a part-time consultant at Llandough Hospital, Penarth in January 1988, along with Dr Anthony Berlyn Davies and Dr Anthony Keith Campbell as co-directors, established a company renamed Lifecare Advanced Medical Ltd., in February 1988 in which Dr K. Davies and Dr S. Matthews are Chairman and Secretary, respectively; believes that this company is seeking work which is, or could be, undertaken by medical biochemistry at the University of Wales Hospital and Llandough Hospital; notes that work carried out for the Clinical Trials Unit, University of Wales Hospital, by the medical biochemistry department, ended soon after the opening of Lifecare Advanced Medical Ltd., which for a time took over this work; notes that Dr Keith Davies has had equipment delivered to the University of Wales Hospital for Lifecare Advanced Medical Ltd. and has used his position on an interview panel to offer a job in Lifecare Advanced Medical Ltd. to a successful applicant for a medical laboratory scientific officer's post at the University of Wales Hospital; believes that as employees of the National Health Service they have access to privileged information which could easily lead to serious conflicts of interests, if not being tantamount to commercial espionage; and calls on South Glamorgan Health Authority to request their resignations because of this fundamental conflict of interest of their private posts with their National Health Service responsibilities in income-generating departments.
