PARLIAMENTARY EARLY DAY MOTION
DISABILITY LIVING ALLOWANCE RESTRICTIONS (22 June 1999)

That this House recognises that the narrow circumstances under which a person can qualify for disability living allowance, namely that person should be 'unable or virtually unable to walk,' unnecessarily discriminates against persons who are severely restricted in their mobility for reasons other than by an inability to walk but who nonetheless suffer from severe disabilty which restricts their ability to leave their homes, such as those suffering from light sensitive atopic eczema (non-tolerance to daylight causing severe burning and skin-loss); and urgently calls upon the Government to consider amending accordingly section 73 of the Social Security Act 1992 and Regulation 12 of the Social Security (Disability Living Allowance) Regulations 1992.
