PARLIAMENTARY EARLY DAY MOTION
TRANSFERRING SAVINGS BETWEEN DEPARTMENTS (22 June 1997)

Motion Details

That this House notes with concern that the Government appears unwilling to adopt the principle and practice of transferring savings in one department to another department while staying within the global spending control totals; notes that this practice is known as virement in local government and is even practised by parish councils; and regrets that by signing up to the last Government's spending control totals, its failure to adopt a flexible approach to transferring savings between departments will deny health and education services any prospect of the additional resources they so desperately need.
