"STILL BATTLING? THE CARERS ACT ONE YEAR ON" (9 June 1997)

That this House notes with much concern the recent report 'Still Battling? The Carers Act One Year On', produced by the Carers National Association, which reveals that eight out of 10 carers that had been surveyed had not yet had an assessment of their needs despite this being an entitlement enshrined in the Carers (Recognition and Services) Act 1995; notes further that the report revealed that most carers were only asking for a carers assessment when they start to reach breaking point, such as the deterioration of their health; and therefore calls on the Government urgently to ensure the full implementation of the Carers (Recognition and Services) Act 1995 and on local authorities actively to encourage carers to come forward for an assessment of their needs.
