PARLIAMENTARY EARLY DAY MOTION
LOCAL AUTHORITY CAPPING (4 June 1997)

Motion Details

That this House believes that local decision-making should be less constrained by central Government and also more accountable to local people; therefore considers it unacceptable to continue the practice of capping local authority expenditure so as to deny local discretion and reduce levels of essential local services such as education and social services; and considers that such practice is particularly inappropriate in the absence of either excessive expenditure or democratic expression of local concern.
