PARLIAMENTARY EARLY DAY MOTION
Dr Joan Williams, Mr David Else and Healthcare Diagnostics Limited (30 January 1990)
Motion Details
That this House calls on Mid Glamorgan Health Authority to request the resignation of Dr Joan Williams, full-time chemical pathologist at the Princess of Wales and East Glamorgan Hospitals, and Mr David Else, Chief Medical Laboratory Scientific Officer at the Princess of Wales Hospital, Bridgend, who in January 1989, with three others, established a company, Healthcare Diagnostics Limited, in which they as directors have a majority shareholding - 3,249 shares each - and the positions of Secretary and Chairman, respectively; believes that this company is seeking work which is or could be undertaken by the Pathology Laboratory at the Princess of Wales Hospital, contrary to assurances given to the Welsh Office and Mid Glamorgan County Council when the company sought and received financial aid, that they would not do so; believes that as employees of the National Health Service working in the Pathology Laboratory of the Princess of Wales Hospital, Bridgend, they have access to privileged information which could easily lead to a serious conflict of interest if not being tantamount to commercial espionage; and notes that in a brochure publicising the services offered by Healthcare Diagnostics Limited at least two of the three photographs of the equipment shown were taken in the Pathology Laboratory in the Princess of Wales Hospital, Bridgend, and were used without the permission of the hospital or Mid Glamorgan Health Authority, thus further underlining their misrepresentation, secretiveness and underhandedness on promoting activities which endanger the wide-ranging and efficient services provided for the public good in the Pathology Department at the Princess of Wales Hospital, Bridgend.
