leave out from 'government' to 'and' in line 5 and insert 'believes that the route to democratic renewal lies in the devolution of real power and responsibility to local authorities; calls on the Government to abolish the capping of local authority budgets, to give greater financial freedom to authorities; to grant local authorities a power of general competence so that they can meet the needs and aspirations of their communities, and to introduce a proportional representation system of voting for local elections to reinvigorate local democracy;'.
