leave out from 'House' to end and add 'supports measures proposed by the Government, the Conservative Party and the Right honourable Member for Chertsey and Walton to help Albania in the difficult on-going process of transforming itself into a modern, democractic, free-market state; confirms the British Helsinki Human Rights Group's statement that 'the Albanian people are to be congratulated on having come so far in developing multi-party democracy'; condemns election observers linked with the Socialist International who had received hospitality from Enver Hoxha's Stalinist regime; and further notes with concern, but not surprise, that Labour honourable Members who are most critical of the Democratic Party have signed Previous Motions giving support to communist dictatorships in Afghanistan, Cuba and Nicaragua.'.
