PARLIAMENTARY EARLY DAY MOTION
CONGRATULATIONS TO CITY OF YORK COUNCIL (26 March 1996)

That this House notes that the City of York will regain a unitary council on 1st April; congratulates the new Labour-led authority for reducing the council tax for the vast majority of York residents at the same time as improving services run for 19 years by the Conservative-led North Yorkshire County Council and for the last three years by the county council under no overall control; welcomes the Labour-led Council's decisions to create new nursery units at St. Lawrence's C.E. Primary School, New Earswick County Primary School and Yearsley Grove Infants' School, and to end the scandal of outside toilets at all York primary schools; welcomes the council's decisions to extend the Home Cleaning Service by 45 per cent., to remove communal toilet sfrom elderly persons' homes, to implement a large programme of dropped kerbs to assist pushchair and wheelchair users and to set up a fund for improvement and repairs for York schools to draw upon; congratulates the councifl or initiating a rolling programme of open, customer-driven service standards for all council services and for developing a new partnership with parish councils to enhance local democracy and accountability; and wishes the people of York and its new unitary council a successful future which continues the tradition of good services at low cost which was the hallmark of its predecessor Labour-led York City Council.
