Leave out from 'congratulates' to end and add, 'President Ortega for his dignity in electoral defeat by Mrs Violeta Chamorro and his pledge to ensure a democratic handover of power; believes the elections in Nicaragua give the lie to all those who accused the Sandinistas of being anti-democratic; condemns the campaigns of state terrorism and economic warfare waged by successive United States administrations and supported by Her Majesty's Government which caused so much suffering to the Nicaraguan people; believes that President Bush would not have recognised a Sandinista victory under any circumstances; notes the enormous amounts of financial aid and political support extended to the opposition grouping in Nicaragua; and calls upon the United States Government to give an assurance to the world community that it will not revert to a campaign of destabilisation when the Sandinistas return to power.'.
