PERGAU DAM (18 January 1995)
Motion Details
That this House welcomes the High Court judgment declaring illegal all payments for the construction of the Pergau Dam in Malaysia; notes the High Court's instruction to the Government to take 'appropriate steps to make good the deficiency in the overseas aid budget'; welcomes the Overseas Development Administration's review of all aid and trade provison projects which identified three other aid and trade provision projects which may fall outside the scope of the law; condemns the Foreign Secretary's statement that payments made to date on the Pergau Dam will not be refunded to the aid budget; urges the Foreign Secretary to abide by the High Court's judgment and to fully repay the aid budget for all past spending on Pergau; and calls on the Foreign Secretary to make a clear statement that the Treasury will not be allowed to cut future spending allocations for the Overseas Development Administration in order to claw back payments for the Pergau Dam.
