The rope slightly obscures some of the text, but Patrick Starfish is saying to SpongeBob SquarePants ‘YOU CAN HARDLY SEE FOR ALL THESE COD SPONGEBOB!’ SpongeBob replies ‘YES PINKY PAT, AND DID YOU KNOW THE FISHERMEN ARE’NT EVEN ALLOWED TO LAND THEM? AARGH!’ EU fishing quotas are in theory designed to protect depleted cod grounds in the North Sea and other areas, but the controls and high fuel costs are leading to increasing hardship for trawler men.
