Holyhead has long had a major unemployment problem. This centre was set up to assist the unemployed as the results of the efforts of Councillor James E. O'Toole, a member of the town's sizeable Irish community, a prominent trade unionist, and a long standing and influential Labour councillor on Anglesey County Council. www.anglesey.gov.uk/doc.asp?cat=1577
