Blocked Up Tunnel Under the Stockton to Billingham Railway Line

I am surmising that this was built to allow passage for horse carts across the railway but was blocked up when such traffic ceased as it would have been cheaper than maintaining the tunnel. Pedestrians were left to climb the railway embankment and cross the tracks, a which route today is a Public Footpath using the stile to the right.
