Resurfacing under the railway bridge

The A644 was closed either side of the Spen Valley Greenway bridge for the road beneath to be resurfaced, with buses and other traffic diverted. Given that this is so close to a major cycle route, and that the road is quite wide, it seems an opportunity to include a cycle lane on at least one side has been missed.
